Deadline for material for the June 1 issue of the OVN is $3,510,000 Revolving loan; $600, Wolf Creek State Fund (SRF) 000 SID The proposed project includes upgrading Wolf Creek Sewer Improvement District's wastewater treatment facility by installing a Membrane Bio-Reactor (MBR) that is capable of consistently producing a high-quality effluent suitable for reuse water for irrigation of local area lawns and a golf course. The proposed facility upgrade will have a treatment capacity of 400,000 gallons per day with corresponding storage pond capacity during winter months. The proposed MBR system will be constructed on the City's property adjacent to the existing treatment facility. The project will include the replacement of sections of leaking collection pipelines and the addition of biosolids handling equipment. The new system will increase the facility's ability to provide sewer service to existing and future residential users. The new treatment system will be designed for a population of 4,000 and is expected to provide sufficient sewer treatment capacity for the District until the year 2027. | project costs are estimated to be $4,110,000 and will be met from a Utah State Revolving Fund loan of $3,510,000 and a contribution of $600,000 from Wolf Creek SID. Sewer user fees are currently charged at a rate of $25 for each equivalent residential user (ERU) and may increase to $55 per (ERU). The facility plan for this project has been reviewed and found to be in accordance with the st ie of the Division of Water Quality. The review process indicated that no significant environmental impacts would result from the proposed action. Consequently, a preliminary decision has been made not to prepare an environmental impact statement (EIS). This action is taken on the basis ofa careful review of the engineering report, environmental information documents, and other supporting information which are on file and available for public review at the Utah Division of Water Quality, 288 North 1460 West, Salt Lake City, Utah 84114-4870. Comments supporting or disagreeing with this decision may be submitted for consideration to the Division of Water Quality. After evaluating the comments received, the agency will make a final decision; however, no administrative action will be taken on the project for at least thirty (30) calendar while advertising the Finding of Significant Impact. UTAH WATER QUALITY BOARD We are the United States of America! I attended the town meeting for the purposed Charter school in the Ogden Valley, and I was very impressed with what they had to say. My children currently attended our dear Valley Elementary. We think that it is a fine school; however, it is our only choice for public education. I agree that “as a society, we know that competition creates a higher level of expectation and performance.’ With choices comes accountability, if we can raise awareness and create another public school options for parents to send their children to, then both institutes of learning will benefit. One will push the other to achieve higher goals. There shouldn’t be fear or prejudice, there should be open competition. We have seen in recent weeks how some public schools around the country are constantly targeted by agency driven curriculum (the example of NY’s public schools teaching the concept of AIDS to their kindergarteners). This doesn’t support the community’s ideas of what should be taught. Where are the choices? We need choices in education because without it “we are subject to anarchy and hopelessness.” Our society and government emphasize choice. Let’s bring that same attitude into the realm of public education without hatred or fear, but with the desire of healthy competition. Let the best school win because, ultimately, the children will benefit the most! Boone eo THE Competition Keeps Us Sharp We, the people, are a collection of the diverse races, colors, cultures, customs, & mores from all corners of the Earth. Our home is the land from the Pacific to Atlantic Oceans, from the Gulf of Mexico and Mexican border to the Canadian border, Alaska, Hawaii, and Puerto Rico. If a stranger wishes to enter our home, is it not proper that he or she should knock and await our invitation? To live by, make and enforce just laws, must a person not first willingly obey the law? Our inattention and lack of loyalty to the law has created many problems for our society: Illegal immigration, secret surveillance, law by the majority denying the Rights of individuals, the loss of free enterprise, high taxation, justices who rule by opinion instead of the law, contention, and violence are but a few. We have failed to perform the duties required of Libert need to refocus our efforts upon the purposes stated in the Preamble to Our Constitution using the guidelines presented in the second and third paragraphs of Our Declaration of Independence [from the World]. We need to cooperate in an atmosphere of mutual respect. What should the law read to benefit all citizens and petitioners? How may justice be served and the law preserved? Any U.S. Citizen or immigrant, regardless of legal status, who wishes to be a citizen would not want anything except Liberty, Equality and Justice.
