We’ve recently witnessed an earthquake and its resulting Tsunami in Asia, serious mudslides in California, major wet snowfall in Cache Valley, and major flooding in Washington County, Utah. We are told that an earthquake here in Ogden Valley and along the Wasatch Front is inevitable. This is why the Bureau of Reclamation said they bolstered the strength of Pineview Dam. And remember how long Ogden Canyon and Weber Canyon were closed due to accidents recently. Is this just a small sampling of what will happen when an earthquake hits our area? Could Ogden Valley become isolated from the rest of Weber County? YES! o B g ARE YOU PREPARED? Several years ago (before 9/11), efforts were made to properly set up a Valley-wide disaster organization plan. The plan details neighborhood organization with family to family help. Books were printed detailing the plan and were distributed and made available for every family in Ogden Valley. ORGANIZED? We are organized and have the emergency tools, but are we functional? Your CERT (Community Emergency Response Team) presently has two storage units fully stocked. We need to acquire two additional storage units to place in strategic locations. At present, we have a storage unit at Snowcrest Junior High School and one at Eden Park. We intend to expand and place units in Huntsville and North Fork. We will need more emergency supplies to fully stock the additional units. URGENT NEEDS Our most pressing need is manpower. We need those already trained to step up and take an active part. We need new volunteers to be trained. We especially need those that spend most of their time in Ogden Valley (work here, live here, or retired) to get involved. Our next meeting will be held Thursday, February 17 at 7 p.m. at the Ogden Valley Branch Library in Huntsville. The purpose and intent of Design Review by the Planning Commission is to aie sure that the project meets the requirements and intent of the Zoning Ordinance and of the General Plan, as well as to insure that the general design, layout and appearance of buildings and structures and the development of property do not impair the orderly and harmonious development of the neighborhood or impair investment in and occupation of the neighborhood. It is not the intent to restrict or specify the detail of the architecture being proposed, except as such detail is of such magnitude as to affect the general appearance and compatibility of the development with its surroundings. The Design Review approval process, as stated in Chapter 36 of the Weber County Zoning Ordinance, is required for all commercial industrial uses, multi-family developments over eight (8) units, and recreation/resort uses prior to issuance of Lai Use Permits or Building Permits. Review requires the submittal of the application, application fee, a detailed site plan with, among other details, the footprint (outline of the location of foundation placement for any structures), and dimensions of proposed and existing structures, architectural elevations of proposed structures, fences, location of access, vehicular and pedestrian circulation, parking, signage, location of any power utility lines, and landscaping with method of irrigation. A letter is required from the water provider, and a letter from either Environmental Health, if using a septic system, or from the sewer system provider, if using a central sewer system for the provision of wastewater. A Storm Water Pollution Prevention Plan is required by the Engineering Department. The application lists further details required to meet submittal requirements. After staff and agency review of the site plan, planning staff writes a report which includes staff comments, as well as other applicable agency’s comments. County staff then recommendation to the Planning Commission. A public meeting is held and the site plan is presented for consideration and a vote to approve, or approve with conditions is made. At this point, the applicant, prior to occupancy and/or any remaining improvements required by Chapter 18C (Ogden Valley Architecture, Landscape and Screening Ordinance), then enters into and signs a Development Agreement with the County, detailing the public and private improve- Once approved, and any required corrections are made or conditions met, a Land Use Permit can be issued and the applicant may then apply for a Building Permit. When a Design has been approved by the Planning Commission, construction must be started within eighteen (18) months or the approval of the plan is automatically revoked. An Extension of Time may be requested prior to that deadline. If the use also requires a Conditional Use Permit, or a Planned Use Development approval, the Design Review will be incorporated within those processes and need not be a separate application, provided the requirements of Design Review, Chapter 36, are met.A good rule of thumb to remember is, when in doubt, the panning Commission staff is there to er your questions and help guide you correctly through the process.
