Show 2A Tho Summit County Boo Fridoy, Docombor 16, 1994 fTOftlA ct o Pam's Place First of all, I want to wish a special niece and her hubby a happy anniversary. Adding birthday celebrations, wedding parties, and moving into new or different homes at this time of year can add so much to the holiday season. For a little while, you can completely forget the things you are supposed to be doing and concentrate on something else. In my family, we have managed to try all of these events and have even succeeded in accomplishing them well. The Christmas countdown of numbers is running down and doing it speedily, it seems. If you are like me (and I hope you are not) you are still trying to get Christmas cards written on and put in the mail. I used to wonder why people sent copies of their yearly happenings instead of writing a letter or note, but I believe I have discovered the reasoning behind cioing so. It is so much easier to sit down for a few moments, jot down events and family happenings and then run off copies, than to sit down for hours ami try to think of something different to write, so that they all dont sound the same. However, I must admit that it is nice to include Tell Me About It Guesf Editorial The Christian Holiday Simister, Columnist by Leon Although Christinas, traditionally, is celebrated on Dec. 25 in honor of Christs birth, His exact birth date is unknown. The 25th of December was probably chosen because it coincided with the ancient midwinter celebrations honoring pagan deities. Oddly enough, the Twelve Days of Christmas that we sing about actually fall between Christmas and a day called Epiphany, which commemorates the manifestation of Jesus as the Son of God, as represented by the Magi (the Wise Men who visited the Christ child). Epiphany is also to celebrate the baptism of Jesus, and the miracle of the wine at the marriage feast at Cana. The evening is sometimes known as Twelfth Night. Centuries ago, the customs which we still use at Christmas began; mistletoe, for example, originally hung by the Druids for the purpose of bringing peace and good fortune, today is used to provide the opportunity of grabbing a quick kiss from each other. Holly comes from an ancient belief that those plants blossomed at Christmas. The first Christmas tree was set up in Germany in the 17th Century, and die use of candles on trees developed from the belief that candles appeared by miracle on the trees at Christmas. Ancient history records that Jews and early Christians alike, started the day at sunset Christmas Eve, therefore, originally meant the first part of Christmas. Much later it came to be regarded as the evening before Christmas. Curiously, the same circumstances apply to New Years Day as well. Manhattan Islanders in Colonial times introduced the name Santa Claus, as a result of corrupting the 4th Century Dutch name for St. Nicholas who originated in Asia Minor. In the 16th Century, lavish religious rituals, along with their elaborate ceremonies and processions, were banned in England. The rationale was that it was to keep religion pure. Finally, in 1647, a law was passed by British Parliament that abolished Christmas. Their statement was that it was to be a day like any other day. As might be expected, there was a considerable ruckus created. In fact, many ruckusses were created. Sometimes entire congregations were arrested for protesting the abolishment of Christmas. All of these interesting facts point towards one inescapable conclusion: the birth of the Savior was truly a monumental occasion in the history of mankind. Few other humans have had the impact on future generations that He had. People make the statement, Two-thirof the worlds population are not Christians, like being a Christian was to be a member of a minority group. Not so. Christian worshippers, who boost a membership of over 1.8 billion those enjoy a two to one ratio over the next closest rival who have a membership of about 974 million. It of the Moslem faith is of more than casual interest that the next closest group, in numbers, is made up of atheists and with over 876 million people accounted for. Of those who are Christians, the Catholic denomination accounts for fifty-si- x percent of the membership. In any event, at least one-thir-d of the worlds population believes in the Savior and, consequently, celebrates Christmas in honor of His birthday. No other religious leader has developed this kind of following in the history of mankind. Kind of makes you wonder if the Atheists and realize what theyre missing. What do they do on Christmas Day, anyway? Do they manifest their disdain by going to work? Or do they just sit home and eat sensibly.. .as opposed to us Christians gorging ourselves on the traditional Christmas dinner? Well, any way, I sincerely hope that all of us take time to say grace before the gorging commences, and that in so doing, we will offer thanks, for everything the Savior has done for us and for this great country of oun. Thompson Summit County Treasurer Recent news reports of financial disaster in Orange County, CA, have created national reaction in the financial markets and government regulatory agencies. Some reaction has been felt on the local level with calls from citizens concerned about the financial stability of local government investments. All public treasurers in the State of Utah, including the state treasurer, county treasurers, and treasurers or financial officers of all cities, towns, and special districts are regulated by the Utah State Money Management Act and the Rules of The State Money Management Council. Investments by public treasurers must be in investments with financial institutions approved by the Money Management Council. Public Treasurers are further all investments to the Council. Failure to required to report the freeze on receipt of tax revenue. Random, to a entity report subjects unannounced reports may also be squired as needed by the regulator. All negative reports are forwarded to the Utah' State Auditor and Utah State' Attorney General for action if needed. Investment disasters in Ohio and California in recent months have been created by public officials who invested in instruments that are illegal in the State of Utah. All investments of local governments in Utah must pass through a series of reviews and oversight equal to any place in the country. One very important difference between Utah and other states is how little a public treasurer has to invest Government in Utah collects in taxes and fees enough to operate for a fiscal year. It is not common to have a large amount of operating money available for any long tom investments. We believe that it is the role of the individual and companies to have the resources and need to invest long torn. Local governments, including counties, have the role of providing services and should have only enough money to fund those services. The role of the county treasurercounty investment officertax collector is to invest tax money or fees until needed. Trust accounts and tax stability accounts are likewise managed to be safe and to yield a competitive return. Most of the investments of the county treasurer are short term because of county cash flow requirements. County investmentsido not include any investment of more than one year. The treasurer uses the resources of financial advisors provided by major financial institutions in Utah. It should be noted that the Summit County treasurer has regular contact with the same financial advisors used by the state. The Summit County treasurer has served for the last six years as president of the Utah Association of semi-annual- ly County Treasurers and is currently the secretary of the National Association of County Treasurers and Finance Officers. The treasurer is chairman of the Board of the Utah Association of Counties Cash Borrowing Implementation Board and assists 13 counties in their tax anticipation note programs. The treasurer receives over 50 hours of continuing education every year to keep him Investment safety has always been a primary subject The Summit County auditor reviews all investments every thirty days. The outside auditor reviews all financial records annually and reports to the county commission. The county commission may review any records as they may feel necessary. At the present time, the commission has dele- gated that responsibility to the county auditor. The county treasurer reports all large transactions in advance to the auditor as a matter of courtesy. The Summit County auditor has served for eight years as auditor, was a bank officer prior to election and receives continuing education in many subjects including investments. During the ten years I have held this office, I have always felt confident that all investments have prioritized safety, liquidity, and yield in that order. I take that responsibility seriously and so should every citizen. I appreciate your concerns and want to assure you that all procedures are in place to insure the safety of your tax dollars. Please call my office if you want any further information. curred was devastating to us, but we marveled at the way family, friends, and total strangers helped us through a difficult time. Watching people wrap presents is interesting, as people do this project in so many different ways. Reading Christmas stories, sharing traditions, using the phones to communicate with forma friends to see how they are doing, greeting family and friends, attending parties and receiving and giving surprise gifts on days besides Christmas. But most importantly, remembering the reason for the season. The birth of a baby boy in a manga, on a night so long ago, surrounded by angels heralding the event. With Christmas falling on a Sunday this yea, what a special gift we are being given, and that is the fact that we can attend worship service and express in our hearts our gratitude all the blessings we have been given.
