A general description of die type of service proposed to be provided within the said annexed area is that the same services for the collection, treatment and disposition of sewage as now or hereafter provided by the Snyderville Basin Sewer Improvement District to the area within its existing boundaries will be provided to the annexed area. No improvements are proposed to be undertaken by the Snyderville Basin Sewer Improvement District within the area proposed to be annexed therein. No bonds are proposed to be issued by the Snyderville Basin Sewer Improvement District to finance improvements either within die district as it now exists or within the area proposed to be annexed therein. It is anticipated that the existing facilities and systems of the Snyderville Basin Sewer Improvement District will be used Hie Board may continue the hearing ' to collect, treat and dispose of sewage within the proposed area. It is anticipated that property owners within the proposed area will, at their own expense, pay the cost of constructing collection systems within the proposed areas and connecting those collection systems to the Snyderville Basin Sewer Improvement District's collection, treatment and disposing system. All interested parties may appear before the Board at the above time and place and be heard either in support of or in opposition to the proposed annexation into the Snyderville Basin Sewer Improvement' District and may on or before said date protest against the proposed annexation into the Snyderville Basin Sewer Improvement District - from time to time. After the conclusion of the hearing, the Board shall adopt a resolution annexing the proposed area into the Snyderville Basin Sewer Improvement District or determining that the proposed annexation into such district should be abandoned. The Bond may, in its discretion, reduce the boundaries of the proposed annexation to exclude any property that it determines will not be benefited by being included in the district, or make any other changes that it considers to be equitable and necessary. If, on or before the date of the hearing, persons constituting and consisting of over 25 of the real property owners within the territory proposed to be annexed into the Snyderville Basin Sewer Improvement District file written protests against the proposed annexation with the County Clerk of Summit County, Utah, the proposed area shall not be annexed. All persons owning land within the area proposed to be annexed into the Snyderville Basin Sewer Improvement District are hereby given notice that at the above time and place the Board will consider all protests that any land so owned will not be directly benefited by the systems for the collection, treatment and disposition of sewage to be provided by said district to the proposed area. Any person owning land within the proposed area who fails to protest in writing at the above stared time and place that any land so owned will not be directly benefited by the sewage services to be provided by the Snyderville Basin Sewer Improvement District is thereby estopped from later protesting a finding by the Board that said land will be so benefited and shall be deemed to have consented to the annexation of said land into the Synderville Basin Sewer Improvement District Any person who files a written protest within the period specified above with the County Clerk of Summit County, Utah, and who is a qualified voter residing within the Snyderville Basin Sewer Improvement District or whose property has been annexed into said district by the Board notwithstanding such protest, may, within thirty (30) days after the adoption of the resolution annexing the area, apply to the District Court of the Third Judicial District for a writ of review of the actions of the Board in annexing the proposed area into the Snyderville Basin Sewer Improvement District Under Section Utah Code Annotated 1953, as amended, the only grounds upon which all person may apply for a write of review are that the protestor's property will not be benefited by one or more of the types of services authorized to be furnished by the improvement district or that the proceedings taken in annexing the proposed area into the improvement district have not been in compliance with law.
