Edith Thornton State fiscal problems lie ahead Difficulties encountered by the Legislature in balancing the state budget .for next year are a forerunner of greater fiscal problems expected throughout the 1980s. This was the conclusion of ttle 1981 Legislature for the 1981-8fiscal year (after gubernatorial vetoes) amounted to $1,695,240,000. This sum is approximately 5.6 percent higher than the adjusted totals authorized for 1980-8- 1 , but is 4.9 percent less than the amount originally recommended by the Governor for 2 Utah Foundation, the private research organization, in their analysis of the 1981 Legislature Session. The Foundation explains that 1981-8- In his budget to the 1981 Legislature, the Governor had counted or 34 million in added the favorable economic and demographic conditions that existed in the 1970s have reversed themselves in the 1980s. High interest rates and a general slowdown in the economy have limited revenue growth. At the same time, the resumption of enrollment growth in the public schools is creating new problems in the financing of education. Depite these problems, the 1981 Legislature was able to balance the state budget for the coming year without a major increase in state and local taxes. There were, however, .increases in the motor d special fuel taxes, an fuel increase in income tax rates for single individuals, and an increase in the tax and markup on beer, wines and liquors. Foundation analysts fteport that the total spending authorized ta 2. school property taxes which would - . have resulted from "adjustment factors" ordered by the State Tax Commission this year. The Legislature, however, refused to go along with this increase in local property taxes, and enacted their own program which contains the following elements: 1. A 1981-8- 2 spending program that represents a sharp reduction from the Governor's appropriation recommendations. 2. A 20 percent reduction in local assessments to offset part of the Tax Commission factoring' program. 3. A 6 percent limit on overall property tax increases for local operating purposes following application of the Tax Commission factors. According to the Foundation analysis, this package of property tax measures enacted by the 1981 Legislature will have a varying effect on the different taxpayers of the state. Some taxpayers in counties that were reappraised in recent years could experience a reduction in property taxes this year. First, when I sow seeds outdoors, I cover them with nylon net until they sprout. My father used to use burlap, but that's hard for me to come by. The net seems to protect them just as well. Second, Dad also taught me to tie a rope to the sprinkler when watering the lawn. When you want to move it to a new spot, you don't have to turn the water off or get wet. Just pull gently on the rope. I think everyone should have a garden, even if its only a zucchini and a few tomato plants. Who can't find space enough for that T!
