She had spoken to Brad Le Baron, the administrator for the hospital. Mr. LeBaron said the hospital board would like to sell the clinic building in Duchesne to Northeast Counseling; and build a new medical clinic on main street in Duchesne. Mr. LeBaron wanted the city council to be supportive of Northeast Counseling, but he was hoping all three groups could work together. When the new clinic is built, the hospital will not leave an empty building. A new clinic soli cost from $250,000 to $300,000. They would like to sell the present clinic building for approximately $150,000. Mrs. Wager said she did not feel the council voted to give Northeast the land - they should have to purchase any lots belong to the City. Mrs. Wager said she did not feel that Northeast spent any tax dollars in Duchesne - they had purchased land in Vernal, - Roosevelt City did give them Lind upon which to build. Yordis Nielsen said that Northeast reps had been to council twice and were told they could have the property. Mayor Park said he thought the city should help them, but if they could pay Kir the land. it would certainly help the city. (Diane Miller was present at this time.) Kelly Kielba.su said that vacant land is an eyesore and would rather give them the land than see if left vacant. Nancy Wager said again she did not feel the land should be given away. Paul Tanner said he felt the situation w.r.h Northeast was different the first time they came to council, they did not i ve iL e money to purchase land. The last time he felt the money was available for land. This subject was discussed at length with some council members saying it was too late to Mayor Park will talk to Run change and some felt it could be Perry of Northeast Counseling to see what they are going to do and where the project stands at this time. Motion by Paul Tanner, seconded by Yordis Nielsen, to allow 80 hours carryover ofannual leave and to pay employees for any hours over 80 that are left at the end of the year. Motion carried by unanimous vote. Miscellaneous Mayor Park reported Water Quality had given a notice of publication in the local paper and read the letter to council members. Attorney Craig Smith called the Mayor today. He has spoken to the attorney for Johnson Water - the contracts have expired, making the sale of water illegal. A deadline of January 1, 2003 has been set to renew contracts. The water tank project is on schedule. The time has been extended a short time because of the changes to the pump.
