Show icriggfci'- - 1 1 TTX'TAH BASIN STANDARD- - September 17. 2QQ2- - Pagg.Il Commissioners to decide if woman must pay bill for bid on old fire station Fruitland resident Linda Blue doesnt feel responsible to pay her bill owed to Duchesne County for the old Fruitland Fire Station she bid on last July. The reason? Blue does not believe she has received everything she should have been awarded when she won the bid. Georg Adams, Duchesne County Fire and Emergency Department Manager, takes a different view and believes Blue is hilly responsible to pay her bill that is a year past due. Blue was at the Fruitland Post Office one day when she saw a notice of an invitation to bid that read: -Duchesne County invites interested parties to bid on the surplus building, known as the Fruitland Fire Station, located in Fruitland just north of the stcft. Bids should be for the building and removal ofthe buildingexduding l he concrete floor and foundation . The structure should be removed within a two week time period fbom the time of theaward so as to facilitate the site preparation of the proposed new fire station... Assuming the surplus buildingshe was biddingon included the structure ofthebuildingaswellaseveiythingin it including two heaters (one of them new), and bathroom fixtures. Blue submitted a bid of $419 to the Duchesne County Commission. She mentioned in writing with her bid that she hoped the meager amount would not be offensive and wished it was more. Despite the amount, her bid was the highest and Blue was awarded the building. After receiving word that her bid had been accepted, she inspected the buildingandwasdispleasedtoflndall the fixtures had been removed. She was also disappointed when she and others t ried to transport the building to a different lot, as was required as part of the bid, and it fell apart. When we arrived on the lot to move the building (we thought) and ended u p fearing it down, the fixtures were removed from the floors and walls, pipe, fittings valves and two large overhead heaters installed to the railing had been moved," she re- lated. Blue went before County Commissioners Lorn a Stradinger and Larry Ross (Guy Thayne was absent) Monday, Sept. 9 to protest paying her bill. Biueargued that there was nothing in the invitation to bid stating that the fixtures were not included with the building and so they should not have been removed. She also did not feel responsible to pay the fiill amount of her 1419 bill if she did not get everything in the building Blue also asked why there had been no ad for thebid in the newspaper. She questioned the bids for the old Altamont and Tabiona fire stations and wanted to know if they had been advertised in the newspaper and if they too had been stripped of their fixtures before being sold. She also wanted to know where the fixtures and heaters are now. Adams answered that he is not required to put an invitation to bid in the newspaper. He did not for this particular fire station because he had heard it mentioned that the building was of interest to residents of Fruitland and felt that advertising there would be sufficient. Adams informed the Commission and Blue that the items taken out of the fire station are currently being stored (not used) at the home of the fire chief in Fruitland, as were several other items from the fire station while the new one was under construction. Adams had not intended to sell the building with the fixtures still in it because they were not considered sur-- Search conducted near Starvation for missing man The Duchesne County Sheriffs of- fice has been conductings search for a missing Salt Lake area man. Over the weekend. Search and Rescue members have been looking near Starvation Reservoir for a miming Salt Lake area man. The search began when the mans family called the sheriffs department because he hadnt returned home and had mentioned that he was thinking about going to Starvation. According to reports, the man is suffering from mental illness and is suicidal. A sheriff's deputy spotted his truck near Starvation and a ground search was conducted on Friday night. On Saturday and Sunday, 12 scuba divers from Wasatch and Duchesne counties along with divers from the Utah Highway Patrol searched the reservoir. Even though those people payed considerably more than $419, all the items still of use to the county were taken out before it was sold. County grants Utah Mini Ranch requestfor road bond extension Duchesne County Deputy Attorney Roland Uresk said it is rare, but county commissioners have granted extensions for bond work in the past. Last week, commissioners granted a extension for the completion of roads in phases one through five at Utah Mini Ranches, the 5,000 acre development east of Duchesne. According to Highland Development Company owner Joe Steed, the company ia not yet ready to pave the roads because they are still laying utility lines that run underneath th them. A year ago, Highland Development punhaaeda$5144bondforthe roads in phase one, and a $64,181.25 bond for the roads in phases two through five. The bonds provide insurance to the county that the roada will be constructed according to county ordinance. I fSteed were to foil tobuildthe roads by the deadline, the county could cash in the bonds, and construct the roads themselves. Both bonds would have been pay- able this month, but now Steed will have until Sept. 1, 2003 to complete the required road construction. According to Steed, a massive construction of homes" is ongoing. At the same time. Steeds building practices of using ungraded plywood in the flooring are under question by state and local building officials. Steed has been instructed by county commissioners to correct possible deficiencies in the flooring and have the ungraded wood tested, or stop building his cabins. Duchesne County RoadSuperviaor Doug Nielsen agreed that there was no need to require Steed to finish the roada only to tear them up again as construction continues.
