There were never charge that the children were mistreated, she A (hr a finding a qualified direc- tor to run the program, Gwen Reynold said that her son and Bird worked hard to find an applicant the state would accept, but the state would not work with them on getting a director approved. Reynolds has signed an agreement with the state not to operate a youth treatment facility in Utah. Bird is expected to do the same, but has reputedly moved to Montana, where High Peaks had purchased property to continue to operate their treatment program, according to Utah Assistant Attorney Genual Keith an. Sisco said state licensing officials discovered Reynolds criminal recud at about the same time they were investigating the program for licensing problems and other violations. As for the background check that failed to pick-u- p Reynolds convicwhich would tion and sentence have prevented him from being licensed torun theyouthoutdoor treatment facility Sisco said the checks did not pick up information from juvenile court, even though the defendant was an adult. New legislation now allows background checks to obtain juvenile court information on adults, she said. The good thing is he cant operate another youth wilderness program in the state of Utah forever, said Sisco. We license the programs, but they are privately run facilities. All we can do is make sure the camps are safe; in this case it wasnt and we were able to get it dosed down. Utah was the first state to mandate that outdoor youth treatment a grams be licensed. Duchesne lty is currently home to a hand-fi- ll of outdoor youth treatment programs. In 1980 we became concerned about someafthe problems they were having in these programs. We enacted regulations in licensing to protect people and our requirements exist to protect kids, said Sisco. We work closely with the provider to explain the regulations and work with them whenever we can. The regulations are laid out very clearly in state rules. They are made available to all providers. Gwen Reynolds said dozens of clients and their parents have written to thank High Peaks staff for the way they helped change the lives of troubled teens. "Thats what I am angry about. Everything seems so negative about it, when theres so much positive, she said. The parent of one client wrote to express her appreciation for how High Peaks had helped her daughter. She told me that she actually had a good experience at High Peaks even though it was tough. We felt your program was run very professionally and you followed through on what you said you would do, the letter stated. Another mother sent a card to express her thanks to High Peaks hard work with her son who had just passed his GED, Youve made a difference in my sons life in a short What a team three effort! Another former client wrote each staffmember a personal note in a letter and said she would like to return to the program as a peer counselor because of the way it changed her life. The first teenage girl admitted to the program sent an that described how she had turned her life around: My whole life has been forever altered. I no longer do the drugs I was once into. I haven't run away, I havent been physically abusive to family members ... since my return from High Peaks I have beat a happier, healthier and more stable person. I love my life now, and I am not ashamed of who I am. I will never forget themilliona of memories made in Utah. "Other (wilderness) programs have called to offer us their support. There was a lot of good that came out of that program, said Reynolds. Although her sons former partner has left the state, Gabe Reynolds isn't leaving town and has opened a new business downtown with Dylan Poole, selling motocross and motorcycle clothing and accessories I admire Gabe to staying in Roosevelt. He said This is my home-tow- n and I am not leaving just because of what a few people say, she said. anda-halfmont- h. ADOPTION Continued from page 1 One of the misconceptions that adoptive parents have is that they feel they have done something to make their child want to search. They havent ... it just represents a normal need in people to know. ' Schechter points to many positive aspects ofasuccessfol search tobirth for parents enhanced adoptees who are able to have long-standing quest Lon answered, and the fact that finding birth parents very often "makes relationships between parents and adopted persons closer than ever. For example, Tammy said she felt "comfortable when she went to visit her birth family in California and was happy to have numerous questions answered she could see where she got her athletic abilities, her father played for the Cincinnati Reds to five years at the same time her d reunion with family members simply reinforced her belief that she could never have been raised by a better family than the Haslems. "I am so thankful. I could never have had a better life or better parents. My parents are my parents. I had always thought what a strong person my birth mother was to give me up. What a special person she was to choose to offer a better i. fe for her child, she related. self-estee- m full-bloo- Adoption Today The trend of opening up the adop- tion process, while still maintaining enough confidentiality to allow both the birth mother and adoptive couple to continue on with their lives without interruption or feeling as though the other is looking over their shoulder, will ultimately benefit everyone involved, according to experts. Being able to have access to medical records and genetic information, something that most people take is one of the mqjor for granted advantages to open adoption. "It was really frustrating for me that I didn't have any medical history, Kebbie related. "I think that should be tied to the toe of the child! For Kebbie, the medical history which she was refused by the agency because it where she was adopted was against her birth mothers constitutional rights would have been priceless to have before she was diagnosed with a very rare and aggressive form ofbreast cancer about two years ago. It is very important especially with girls that you receive and make available to her, her complete medical history, Kebbie advises when discussing adoption with professionals and others involved in the adoption process. Why The Search Studies have shown that most adoptees who find their biological parents, particularly those who were adopted untto the typical closed adoption process common in the 1950s through the early 1980s, noted that their adoptive parents were upset by the discovery. No matter how strong the relationship with their adoptive child, and even in cases when the adoptive parents have agreed to help the child search for the birth parents, they could not help but express strong emotions, perhaps feeling unloved, unappreciated and hurt by their child's need to find their birth parents. Simply chalk it up to human nature on both sides of the coin, said Dr. Marshall Schechter. copy! Steed and Isabel said they planned to conduct the tests as outlined in the buildingcode book. This isnt rocket science, Isabel said. "The code book . tells us what to do, how much weight to apply to the floors), and for how long." Mott agreed to meet with Ostler the followingday, Tuesday, to design the testing guidelines. However, Ostler failed to confirm the meeting and did not show up at the appointed time. According to Uresk, the burden is on Steed to follow through with testing requirements in order to proceed , with construction and closings. "Theres no way we can meet his weekend deadline since we havent even heard from his engineer yet, Uresk said last Wednesday afternoon. And as of Friday morning, Mott had still not been contacted hy Ostler. Mott said the "stop work order had been lifted from the cabins where Steed had complied with a graded-plywoo- d overlay, but no work could continue on the other cabins until the testing was completed. Mott said the building code was "not that cut and dry and Steed was free to use ungraded lumber as long as he could verify its strength and quality. But the burden of proof is on Steed and so far, that proof has not been demonstrated, he said. MINI RANCHES Continued from page Qubscribe 1 wood was not in compliance with state building codes without undergoing testing. Stradinger said she would like the county to have an engineer on hand to advise Mott and oversee the testing. Now! Verl and Lejh Haslem adopted Laura and Tammy FAMILY PHOTO were just a few days old. In open adoptions, the inevitable questions asked by adopted children can be more satisfactorily answered and curiosity eased because adoptive parents have meaningful information to tell their child. At the same time, the birth mothers mind can be soothed because she has met (if she chooses) the people who will be the parents of her child. "I look at the (adopted) kids now and think they are lucky because they at least get to see what their birth mother looked like or read a letter from her, and the birth parents get to see how that child is doing, said Kelly. "The birth parent will know the adoptive parents are their childs actual parent who is going to love them and care for them. The question that nags at Kebbie has nothing to do with who she looks like or why die greets everyone with her famous, "Hi, Hun! What Kebbie wants to know cant be answered through open adoption records, and she says shes going to ask even if it means shes assigned to a time out chair for hundreds of years. Ifl do make it to heaven ... I want to ask God why the power of creation is so easy for some and so hard for others. And when she talks about being adopted she makes sure she closes her speech with this insight, "being adopted isnt what makes someone special. They are special because of 'the loving parents they had and the lives they were allowed to live. 722-209- 5 & ftfiiTHRi 'rnftr 722-223- 9 Open 9am-6p- m, Mon. --Sal.
