Responding to the large supplies of beef on the market, the extensive $2 million promotion, which began in May, recently got 40 percent bigger. Local beef producers, along with beef producers across America, are investing an additional $800,000 in beef checkoff dollars to help increase beef sales. Consumers can expect prominent beef featuring throughout the summer, as well as beef grilling tips and recipe ideas in many urban supermarkets. Included in the summer grilling promotion are radio spots, supermarket promotions, public relations efforts and communications aimed toward food profeasionals. All efforts encourage consumers to select beef when grilling and to grill more often. Radio advertising is expected to reach 72 percent of the target audience six times during the summer. Additionally, a Webside Grill Web site has been established at www.summer.beef.org to provide online recipes and suggestions for grilling. To participate in this national program, grocers agreed to feature beef at least three additional times during the promotion, or increase feature size. Grocery stores are supplementing the national effort with radio and other efforts to drive customers to the beef materidepartment. General obligation debt requires a vote of the citizens to incur this debt. The last two general obligation debts Roosevelt City incurred were for Constitution Park, which has been paid off, and for the sewer lagoons, which has also been paid off. Roosevelt City has no general obligation debt at this time. Revenue bonds are based on the revenue that is generated from an enterprise fund such as our utility fluid which debts must be able to be repaid from the revenues generated from that fund. Award Bid on Airport Paving Project City Manager Brad Hancock reported is a federal grant, it is not possible for us to award the bid to a local contractor if they are not the low bidder that since this as stated by Armstrong Consultants. Council Member Larry Murray asked if ell bids could be rejected and the prqject rebid. Mr. Hancock stated that this could not be done without a valid reason for doing so. After discussion, a motion was made by John Gardner to accept the bid from M & M Asphalt Services in the amount of $33,286.20 to do the paving project at the airport through a grant from the FAA Motion carried unanimously. Gulch Project Liability Issue City Manager Brad Hancock reported that our insurance attorney, Craig Bott, had explained that the city should not get involved with a church group that wants to do a cleanup project on private property. Mr. Bott stated that it would be very difficult to find a policy that would cover such an activity. Mr. Bott explained that the Church group ihould sign liability waivers with property owner Greg Harmeton. Council Member Larry Murray reported that he had spoken with Mr. Harmston regarding the home owners insurance policy on this property and asked Mr. Harmston to contact hie insurance agent to see if the liability could be increased. Larry Murray stated that he had agreed to pay the difference in the premium amounts if it wasn't prohibitive since there is a volunteer group willing to do this work. This cleanup prqject is scheduled for Saturday, August 17. at 7:00 e.m. Community Impact Board Meeting Brad Hancock stated that he will be attending theCommunity Impact Board hursdmr, A this is the meeting where we receive the official grant award for funding for our fire truck. Eagle Scout Project Budget Presen- tation Brendan Dennis appeared before Council to report on the budget for putting a new roof on the golf course maintenance shed for his Eagle Scout prqject. Brendan has agreed to furnish the labor if the city provided the materials. Brendan stated that the dumpster would coat $130 and 4 rolls of 30 pound tar paper for $66. Brendan was instructed to have Brent Fenn make out the purchase order. A motion was made fay Larry Murray to Business Licensee increase. City Manager Brad Hancock explained that the increase ie needed to meet our debt obligation as well as help us comply with the Governors conservation plan by having a rate structure that discourages high water use. A resident suggested the city provide training on landscaping that requires lower water needs. Another citizen asked about the quality of our water. City Manager Brad Hancock stated that the quality is very good. After discussion, it was decided to wait until the two excused council members are present before a vote is taken. City Manager Brad Hancock explained to the public that due to severs! factors, the cost of doing business has increased and Rooaevelt City is deficient in revenues needed to cover total coats of incurred expenses. Some of these factors are the cost of doing business, maintaining the system, federal mandated regulations, arid legal expenses to develop water. It will taka $140,000 in additional revenue annually to pay for aewar and water service. The recommended rate increases would generate close to this amount. Recommended rate increases would take a typical residential water connection in the city from $17.00 to $20.00 for the base rate. Out of city 34" residential connection would go from 25.50 to $30 per month. In city overage is $1.19 per 1,000 gallons under 8,000 gallons and would increase to $1.50 per 1,000 gallons. Out of city overage is $1.79 and Is proposed to go to $2.25 per 1,000 gallon. The sewer increase would go from $12.00 to $15.00 per month. Both increases would make a total impact of $6.00 per month for both services for in city residents. Mayor Jenkins asked if there were comments from the audience. After discussion, a motion was made by John Gardner to authorize Brad Hancock to advertise the city will receive bids on one lot of surplus property. A motion was made by Larry Murray regarding a piece of property owned by 8har Benson and another property owned by Greg Harmston, that they be contacted to see what deal can be made for the city to purchase these properties dong the gulch.
