By reducing the supply of tobacco to youth we can help curb teenage addiction and thus have a dramatic e fieri on tobacco use rates. Take notice retailers, TriCounty Health Department, in conjunction with other county and city agencies will be conducting 3 random, unannounced compliance checks per year of each retail outlet that sells tobacco in the TriCounty area. If a person sells tobacco to any person under the age of 19 they are guilty of a Class C misdemeanor on the first offense, a Class B misde- - meanor on the second offense and a Class A misdemeanor on subsequent offenses. This person will be ticketed and will lace criminal charges. The storeowner will also be ticketed as s civil offense and will face up to s $300 fine on the first offense, up to $750 on the second offense and up to $1,000 on the third and subsequent violations. The storeowner also risks the revocation of their tobacco license, and will have to go through a hearing process with Jusrph Shaffer, Director of TriCounty Health De- partment. But most kids are not returning with something of importance that is necessary to protect them at school. Parents are being advised to make sure that they turn in a medical disclosure form to the school office and provide a copy to the school nurse. As registration forms are completed please do not forget to provide critical health information about your child's health. The school nurse is the link between the school, the parents and the childs health care provider. The school nurse will make sure that pertinent information is gathered and written in a school health care plan. This plan will help treat the child during emergencies and make sure that contact with you and other is timely. The plan w ill also ensure that appropriate accommodations for medical conditions or disabilities are made for the child, if needed. School health care plana are extremely important because school nurses are spread thin; nurses must educate teachers and prepare other school staff how to react in a medical emergency while the nurse is working at another school. The ration of students to school nurses in our state ia very high, with approximately one i nurse for every 6,378 children; nurses have anywhere from four to twelve schools to manage. There are only e about 74 nurses in Utah's 778 schools. Medical information will remain confidential, and will only be shared with those school personnel who must know. Thera is no requirement to disclose the medical information but disclosure is the best interest of the child's health. Ifyour child has any of the following conditions, please inform your school nurse: asthma, diabetes, seizures, anaphylactic shock risk, medical disabilities, food allergies, required diet, medications required to be given during school hours, chronic conditions, conditions requiring specialized medical equipment or maintenance during school. The school nurse is an integral member of the school team and can assist in providing a safe school environment for your child. He just became full-tim- -- principal of Union High School and can no longer accept this additional responsibility in the summers. The City Council wished to show appreciation to him for his many yean of dedicated service. This is a record for continuous part time work. Mayor Jenkins presented him with s plaque. He was also presented with a $25 gift certificate to the Frontier Grill. STATE FIRE MARS HAL CON CERN'S Mike Jensen of the Slate Fire Marshals office appeared before council expressing concern with only one fire hydrant planned for the new UBTA building. He is recommending that Roosevelt City enact an ordinance dealing with fireflows to help with new development. This would establish the number of fire hydrants and where they should be located. Mike would like to see an additional hydrant run to 300 North to service the nmrth side of the new UBTA build ing. UBIC COMMITTEE PRESEX: IAIIQNS , City Council wished to express appreciation to the presidency of UB1C for the year 2000. They felt this event was very successful Presidency members present were Carolyn Krisaman, Glenda Stewart, Doug Ogden, and Michelle Stringham. Maxine suggested that handicap access be made from the chunk parking lot area as it is too difficult to push awheelchairoverthegrass. Council agreed to look into this. HEALTH Rick Hallmark of the Health Department appeared before council to offer information on the services they provide. He stated he realizes people are familiar with the public health nurse and WIC program, but felt there were other services offered that are not as well known. TRI-COUNT- RESOLLTIQX-SQJQBbl- M amCENTLKY COMMUNITY Council reviewed Resolution , a resolution establishing Roosevelt City as a 21" Century city. 2000-184- This designation fits into the governors program. There were no members ofthe public present that wished to comment. Amotion was made by Mike Guinn to approve Motion Resolution No. 2000-18seconded bv Roper Dart ANNEXATION FLAN City Manager Brad Hancock presented a proposal to annex property located along West Highway 40 into the city. Council viewed s map showing the proposed area. After discussion, a motion was made by Russ Cowan to proceed with s preliminary process which includes an analysis of the benefits or disadvantages of annexing. Motion seconded by Mike Guinn. Motion carried unanimously. .i The plan sets goals and provides strategies to guide the management of black bears in Utah through 2010. The plan was prepared by the Black Bear Discussion Group, a advisory group that includes wildlife biologists, sportsmen and animal activists. An update on the status of wolf recovery in the western United States also will be presented at the meet- ingx, as will permit numbers and season dates for Utahs 2001 wild turkey hunting seasons. The meetings will provide people with a chance to learn non about these and other topics, and to provide their input and suggestions.
