The Down winder measure now moves on to the White House where it needs President Clinton's signature to become law. I consider thisamqjor victory for the state of Utah, the Utah Republican exclaimed sifter the vote. "Our government can never truly make right the unanticipated illness and itjury caused by our Nations nuclear testingprogram. But we should do all we can, and it is my fervent hope that this bill shows Congress commitment to righting a wrong in which the gov- eminent played a substantial role. This bill has Ixren one of my top legislative priorities and I am really overjoyed to see it clear Congress, Hatch said. "The measure will help the federal government meet its responsibility to compensate the thousands of individuals who became ill by the mining of uranium and from fallout during the testing of nuclear weapons in the early post-wyears. It is now in the hsnds of President Clinton and I know that he will do the right thing and sign this bill into law, Hatch added. The Radiation Exposure Compensation Act Amendments of 2000, S. 1515, includes changes necessary to compensate more Utahns by making it easier for claimants to provide proof of injury and by expanding the list of diseases that are now known to be caused by radiation. Optu 7 day. -1 V1 In 1990, Hatch shepherded the Radiation Exposure Compensation act (RECA) through Congress to require the federal government to compensate victims of radioactive mining and fallout from atomic testing. Since the law was enacted, thousands of individuals have been compensated for their injuries. Hatch continued to monitor the implementation of the program and determined that the process for filing claims with the Department of Justice was burdensome and needed correcting. My bill will speed upthe application process and modify the criteria for compensation to include diseases we now know, due to advances in medical knowledge, to be caused by radiation, Hatch noted. "Uranium miners and millers workers who have suffered serious longterm health problems are also eligible for compensation." Baaed on new scientific information, this bill extends the number of eligible radiogenic pathologies by six to include: Lung, brain; colon; ovary, bladder; and salivary gland cancers. disIn addition, specific eases, such as silicosis, have been incorporated. Adding these diseases, which have been documented by science as linked to radiation exposure, will more fairly compensate the Utahns and other citizens who were exposed to this danger so long ago, Hatch noted. With the inclusion of these modifications, miners, millers, and uranium ore transporters will be eligible in 11 western states to seek compensation for their sacrifice in national efforts to produce the country's nuclear defense arsenal. At tne suggestion ofseveral Washington County constituents, Hatch also included a grant program that provides for the ear ly detection, prevention and education on radiogenic diseases. These programs will screen for the early warning signs of cancer, provide medical referrals, and educate individuals on radiogenic cancers as well as prevention. These grants will be available to a wide range ofhealth care providers including cancer centers; hospitals; Veterans Affairs medical centers; community health centers; and state departments of health. ftdwM'iaumrf yeuovwitiepboBtaaduMburabhfaTiouif Lontm-pcrfo- In a nuyor victory for many Utahns, Sen.Orrin Hatch's bill toexpand aedU?
