Due to years of fire suppression, the proposed areas have either reached canopy closure, (eliminating under story browse and forage), or an encroaching upon current browse and forage openings used by big game. Pinyonjuniper stands will be converted using mechanical and or prescribed fire methods. These treatments will promote a broader variety of plant and animal species and serve to minimize large fire potential by reducing hazardous fuels loading. Treatments will also mitigate the loss of wildlife habitat due to the privatization of Dutch John. Proposed areas will be seeded with grass, forbs and shrub mixes containing mostly native species. This measure will help protect against soil erosion and add to the aesthetic value of the landscape in the National Recreation Area. Leonard Blackham used his Senate majority whip, lashing out at consumer groups gathered in opposition to a controversial utilities bill that eliminates the state's Committee of Consumer Services. The Senate passed HB320 on Wednesday on a 2 vote, sending it to the governor to be signed into carried law, Blackham, the bill in the Senate and applauded for his sponsor David Ur e, efforts to streamline government. At the same time, BLackham made clear his irritation with consumer advocates who claim the bill would strip ratepayers of any voice before the Public Service Commission, the state's utilities regulatory agency. It just bugs the heck out of me, Blackham said, those consumer groups who say they are the advocate of the people. I feel like I am the I am advocate of the consumer. offended by those groups who think I am not protecting those people who are not meeting the income demands in their lives. Blackham asserted the bill protects consumers and shores up vital utility companies for the long run, a sentiment echoed by Questar Corp., the states primary natural gas supplier and backer of the bill. T New Field Institute Program 2000 schedule Ii The Intennountain Outdoor Discovery School (IODS) has released a schedule of programs for its year 2000 season. IODS is a new environmental education program developed through a partnership bet ween Dinosaur National Monument, Fossil Butte Nstional Monument, the Jones Hole National Fish Hatchery, and the Dinosaur Nature Association. IODS was created to educate participating students about ecosystems: what they are and how they work, and the geological, paleontological, biological, and cultural features preserved and managed by institute partners. Programs last anywhere from several hours to two days, and in-- volvt guided outings led by experts on the various natural resources which are the focus of ths activity. This years programs include: "A Day at Jones Hole", "The Geology of the Eastern Uintah Mountains, "Dance of the Sag Grouse", "Sage-- . brush Country Wildflower Walk, and a "Fossil Basin Site Tour." Minimal fees are charged by the IODS organization, and there are a limited number of openings for each activity.
