December 22. 1998 Ute Business Committee attend Colorado River Water Conference Last week, from 19, representative M December 16 from the Ute -- Indian Tribal Council, the Bureau of Indian Affairs, the Ute Indian Tribal Water Board, other Tribal groups, the Uintah Basin water districts, the states of Arizona, California, Colorado, New Mexico, Nevada, Utah and Wyoming and nine other Indian Tribes with water rights in the Colorado River attended the Colorado River Water Users Association Annual Conference. The Conference was held at Caesars Palace in Las Vegas, Nevada. Two Utah officials spoke to the Conference, Senator Robert Bennett and State Legislature speaker of the Representatives Melvin Brown. Senator Robert Bennetts topic was listed as How the Federal Government will Handle the Year 2000". Brown's topic was "Interstate Water Transfers and Supplies." The Honorable Secretary ofthe Interior followed Senator Bennett and spoke on the subject ofCalifornias plan to meet its 4.4 million acre feet Colorado River water entitlement, the status of the proposed rule for off stream storage of Co. River water, the interstate transfers in the lower division states and on the Salton Sea Act, of 1998. Senator Bennett said his assignment was to talk to the conference about the mood in Washington, D.C. lie had one word to describe it, foul, with everyone mad at everyone else and blaming everyone else for being mad at everybody else. He stated that topic A circulates around the President. He said that he gets asked about the procedure about the impeachment process and used half ofhis time to explain the procedure to the audience. The Senator also spoke about t he attack on Iraq. He declared that he would not attack the President's action since he is Commander-In-Chiand under the Constitution the action is clearly the Presidents. ef But, after some briefings he and others felt that the President should have come before the Congress demanding such an action because the Constitution gives Congress the authority to declare war. Senator Bennett finished his presentation by speaking on Y2KThe Millennium Project. Y2K is a major problem concerning what the computers will do when midnight occurs 1999 and the Year 2000 arrives. All data will be affected in some drastic way. The Senator said of the nine thousand computers in the Senate, with only 100 Senators, only 63 computers were Y2K complied! Senator Bennett closed his presentation with "The responsibility for solving this problem if yours, not mine. Speaker Browns topic concerned water and that at some times we may take it for granted. "We expect water to be available and to be available when we need it," he stated. Water has become very complex including the introduction of the endangered species act This is a complex management process. We should have a management that is fair, equitable and that best serves out areas. In an earlier compact, the upper basin states had their Colorado River Water entitlement in percentages while the lower Basin states had actual acrefeet entitlement. Mel Brown said that the Colorado River Water is a birthright for 20 million living in the mqjor cities and smaller communities along the River. In the water bank area he talked about the concerns of individual water entities wanting to market their water to buyers in state operated water bank. He envisioned court challenges will surely be made. The authority of American Indian Tribe to market water offthe reservations will likely be viewed as violating the reserved rights doctrine. He feels that the states have the fiduciary responsibility to step up to the plate and lead the crusade in protecting and orchestrating to developing the water resource. Lurry Richman family. Kiyia Cuch and Sheena Richman accompanied them. While there they visited the markets, delivered Christmas presents, eqjoyed the good weather, and had a nice visit with their son. Everyone had a lot of fun. Garth and Sonya Anderton traveled to Las Vegas on a "kind off business trip. Janice Hall accompanied them and they all enjoyed the vacation. Mike and Barbara Crosier and son Jeremy enjoyed a trip to Helena, Montana this week to visit Barbaras parents, Tom and Fern Booth; her brothers Michael Booth and family; Thomas Booth, Jr., and family; Kenny Booth and family; and sister Lauri Booth. After a great trip, they returned home on Sunday. In Neola and Cedarview there are a lot of dogs running loose that are causing problems and endangering livestock. Local fanners and ranchers ask you to call animal control in Roosevelt if you see dogs chasing livestock or humans. Cows will soon be calving so keep your dogs at home .
