Wally Hendricks, Counties call on state to fund mandated programs The leaders ofUtah's 29 counties are calling on the state legislature restore some untimely cuts reflected in the proposed FY 1998-9- 9 budget. Under the governor's tentative budget, the counties collectively take a $1.2 million dollar hit in their human services programs. Counties provide a number of human service programs mandated by the State of Utah. Under prior agreement with the State, county governments have expended match0 ing funds from percent while the State is supposed to pay 0 percent of the cost. Counties, under contract, provide human services for state mandated programs, says Utah County Commissioner Dave Gardner, Chair of the Human Services Committee for the Utah Association of Counties (UAC). Our concern is that the state is not living up to its obligations and responsibilities. Since 1993 the state has provided Cost of Living Adjustments (COLA) for county workers just like they do their own state workers. Called a Provider Rate Increase, the COLA, by law, had to be included in the governor's budget proposal or the legislature had to be notified. The legislature was notified in to 10-3- 70-9- Page. What began as state and federally-funde- d matching programs has become much more than that for our local governments, and we believe our employees deserve the same consideration as state workers for the services they pro- vide. This report states that library circulation is at an all time high. Approximately 80,000 books were checked out of the Duchesne County library in 1997. This represents a 3 percent increase over 1996. This may seem like asmall increase, but when you compare it to 1994's circulation of 60,000 it is remarkable. Last year was also a banner year for grants. The library staff secured $25,000 in grants in 1997 and $10,000 in donations from Pennzoil and Chevron. The Pennzoil and Chevron donations were used to purchase four computers for the library. Grant monies paid for an additional two computers, computer furniture, and educational software. The library now has a total of eight public access computers and one staff only computer.
