Congress of American Indians The National Congress of American Indiana (NCAI) held its 53rd Annual Convention in Phoenix, Arizona from October 20-21996. NCAI is the oldest, most largest, representative national Indian organization. NCAI was created in 1944. There was a need for Tribal leaders to play a role in Indian affairs and that a viable national Indian organization should be created, therefore NCAI was established in Denver Colorado. of The Constitution and NCAI was unanimously adopted on November 14, 1944 and Mr. N.B.
