In the case of Utah, for example, the Foundation analysis observes that the state ranks very high in overall student performance. The latest report by the U.S. Office of Education shows that Utah ranked 14th among the states in the average ACT (American College Testing Program) seme recorded by its graduating students last year. Education Secretary William Bennett observed that, the state's ACT score has risen consistently since 1982, and overall, Utah has posted the nation's fourth largest ACT gain since 1982. Last year, state and focal unita in Utah expended a total of $1,627,351,000 for all educational purposes. This represented an increase of $146.2 million, or 9.9 Head Start accepting applications percent more than was spent mi education during the previous fiscal year. Of the total educational expen-dentditures in Utah during 198886, approximately $1,161,695,000 was spent by focal school districts, $185,900,000 represented state sehool office expenditures, and $329,756,000 went for higher education. Foundation analysts point out that most of the financing problems during recent years have been concentrated at the elementary and secondary levels. They expect that these problems will be gradually shifting to the higher education level in the years ahead. They indicate that the enrollment increases in the public schools are beginning to decline. As a result, they expect that there will be little or no growth in Utah School enrollments by the middle part of the next decade s. - . year-to-ye- or 1995). the other hand, as the enrollment bulge works its way through the public school system, more and more students will be graduating and seeking a college education. The study notes that 12th grade enrollments in Utah are expected to climb from 23,782 in 1986 to 83,075 by 1996, a gain of 89 percent over the period. This huge increase in the number of potential college students could place considerable strain on Utah's higher (1994 On ten-ye- education system.
