Show Thursday, April New ordinance An ordinance has been passed to control and regulate the flow of irrigation water in Rooaevdt The new ordinance will be strictly enforced because of the severe problems caused by the excessive runoff in the city, said Glen Vernon, City Administrator. Roosevelt has been plagued with a high water table causing road damage, sewer infiltration and erosion. To offset some of these problems, the City Council passsub-surfa- ce ed this ordinance last Monday to make sure that excessive runoff is controlled and properly carried away. Any persons that do not comply with ordinance can be subjected to a class B misdemeanor. The ordinance states that it shall be unlawful for any persona to water trom the convey ition ditch to his property ut first building a water-headgat- e. will now be liable for any damages caused by water leaking form poorly built ditches. The ordinance requires that all ditches be darefully constructed. Persons will also be responsible for the diapostion of all waste water. It will be unlawful for any person to allow waste water to flood streets, sidewalks and other property. Among those issues were a limit on property tax increases, a supplemental education budget, the 1984-8- 5 budget, child restraint bill, illegal adoption penalties, alcohol fuel subsidies, parent notification for government subsidized birth control and abortion information given to their children, corrections funding issues and others. The limit on property tax increases was an important part of the special session. If we had put a lid Of no increase at all on the property tax many peoples home tax would have gone up 30 or more because of a shift of tax back to the property homeowner and off of the larger state assessed businesses. What we did is allow certain deductions on the value for tax purposes of a home due to the cost of selling it etc. We have hopefully solved the problem for this year, but will have to do something in the next year which will solve the problem on a more permanent basis.
