So, with the project drawing to a close, Irwin and I would like to thank the residents of Monticello for making us feel so at home over the last five years. Often, however, some of the worst offenders are also locals, but autocratic managers who condemn everyone who drives a vehicle, estrange the people they need the most to watch for and report illegal uses. It will take time to develop an ethic among the people, and the organized OKV community should be part of the solution. Environmentalists have the attitude that you cant trust anybody who doesnt bleed green, and so they insult many of those who could do the most to help solve the problems they worry about. Allen Thorpe is the Assistant District Attorney in Emery County. SUWAhas always taken the stance of no compromise. S.U.L.U. has always been willing to negotiate some road closures but has always been met with no negotiations from the other side. This has angered us to the point that we will not compromise. By alienating us, the environmentalists have forged a tougher road for themselves to accomplish anything. It has become a battle instead of a planning process to meet the needs of the OHV community. People with S.U.L.U. abuse just to retaliate against are more willing to accept the environmental demands. So the people, when told you cant ride here, tread lightly, leave no trace, see this as a red cape at which the bull will charge. It will take cooperation from the County, the Bureau of Land Management, Forest Service, S.U.L.U., and SUWA to resolve the OHV problems. Dear Editor: A quote by Albert Einstein has direct relevance to the situation the citizens of the San Juan School District are in regarding student performance and the extremely high cost per student spent each year. Quote: The significant problems we face cannot be solved at the same level of thinking we were at when we created them. If we allow the School Board, the Superintendent and the District Staff to continue to operate the same as they always have operated, we have no reason to expect the academic performance of our students to improve. After the Board meeting on April 17 a parent who has many children in our public schools told me, Welcome to the Empire of King Gary Cameron. Things have been this way for years. The Superintendent gets away with anything he wants to do and has never been challenged. Sadly, that statement seems to be true. I have attended six School Board meetings in the past year. Hie routine follows a consistent pattern. The Superintendent provides the Board members with a packet of prepared recommendations for their approval. It often appears that the Board members have not studied the content of the recommendations. Actually, sometimes members haven't even read them. There is an occasional question, mainly to get clarification, or to appear interested, followed by the automatic approval of the recommendations. Hie State of Utah provides guidelines for the conduct of school district business. It requires the Superintendent to take direction from the School Board. However, it appears that the actual practice in this district is that the Superintendent is not accountable to anyone for anything. The School Board appears to be accountable to the Superintendent Hie individual school Principals and teachers are required to take direction from virtually every person on the District Staff. The students are seemingly lost in the dust and carnage of these adult battles for recognition, power and program implementation. I have been told that the voice ofconcerned parents and taxpaying citizens has either been silent, or has been so meek that it has had zero influence in this arena. Thus, this d group has had reason to believe that whatever they do is acceptable. Hie School Board incumbents are unopposed at election time. Conclusion: Hie public is happy to keep them in office. The Superintendent is seemingly unchallenged by the Board or the public.
