The building wee eoon aflerwerde declared a hazard. Tom: By who? Zephyr: By stale officials who looked at H. Tom: I'm not aware of any state officials, that they ever looked at it, do you? Zephyr: But Isn't the building a hazard? Hasn't that been determined by city people? Tom: We had a study made by an engineer of some sort, It was done by the county building Inspector. But to my knowledge they never went Inside the building. Zephyr: So as far as you know, there's no problem with the building, as far as a hazard. being Tom: Being a hazard, I leave that to the experts, and I've left that to the city attorney who indicated he would be dealing with that Zephyr: It's been 3 and a half yeara since It burned down. When can people In town expect some sort of resolution? Tom: Whats the problem? Zephyr: The problem of a building that has a reputation of being a hazard. Tom: The reputation or the connotation? Zephyr: There are a lot of people In town who think that building Is a hazard. Whats going to happen with It? Is the city working on that? Tom: Yes. Zephyr: So what's taking so long? Tom: I don't know. The legal process has been slow. ORDINANCE ENFORCEMENT Zephyr: The city has hired Paul Seibert as a building Inspector and code enforcement officer. Does that mean Moab will start enforcing ordinances on a higher scale? Tom: You threw an extra word in there, and I don't know If I can answer that when you say "higher scale." If you mean are we going to expand the enforcement, I can refer to the actiona last week and say, watch his dust. No grass is growing under Pauls feet And I have not gotten any complaints. Zephyr: My Impression was that It's Illegal to have sandwich board signs on the sidewalk. And yet there are more now on Main Street than ever before. Is that going to be tolerated? Tom: If it's a safety problem, It's bad. And I'm not so sure at this moment that it's bad otherwise. Zephyr: So should the city enforce the ordinance? Tom: I dont think you should deprive anyone of any revenue while we have the opportunity to makt money, in regard to the tourists. When you ask are we going to enforce, that Is a rule that will probably be reviewed. I think right now Seibert has been more concerned with getting on to the proects of building inspection. This Is a vast area, In a growing community. I'd like him to concentrate on the areas of structures and buildings and now hes going on the weed problem. Zephyr:. People on the planning commission say overnight accommodations In 2 residential zones are not allowed. Including your BAB, according to the law, they shouldn't be there. Tom: I think youre misinterpreting, and whoever you are quoting, I don't think you are correct You said MEMBERS of the planning commission, I hope you didn't say the we planning commission. 2 does allow accommodations such as the bed and breakfast have here. This is a good planning commission. It takes time to have knowledge of what Is allowed in zones. We have an overnight accommodation next door that my wife has secured a license to do, based on a letter from an attorney. You said you got the opinion of Individuals on the planning commission. When you Just get an answer from an Individual, I don't think that's a very conclusive comment, because It has to be from the board Itself. If If s no longer allowed, no big deal. Zephyr: Should It be allowed? Tom: The problem you have Is that people have made Investments. My wife and I have made a substantial Investment In that property. And during that period of time, It was done under the auspices that It was allowed. So what do you say to people? It's been there since 1956, before I owned K. Zephyr: Should It be allowed In the future? Tom: The Interpretation now is, you cannot go down and get a permit to do that I don't know when It came to but pass that apartment houses were allowed In I don't think take bulldozer to were a built. someone and to ask were, they they you're going and run them down. Tom: Its going to have some more review, to find out why there Is such a strong feeling against it What are the things that are good, and what are the things that are a concern? It needs to be studied, whether It Is of value or not Zephyr: On the hospital board. It Is evident to most observers In town that you have a personality conflict with some of the county commissioners. And that those conflicts have led to more problems with the hospital board. You are functioning as a temporary representative on that board... Tom: Why do you say temporary? Zephyr: The Impression from the last discussion was that you were assigned by the city council... Tom: No way. I was appointed by myself to the hospital board and confirmed by the council. Zephyr: OK, why don't you leave the board and appoint someone else, someone who doesn't have those personality conflicts with the commissioners? Tom: One of the concerns I've had as sn elected official is thst I feel we have a need to have knowledge of what we are doing in regard to a hospital and health care In the community. The decision of the county commissioners to eliminate the last hospital board because of those on the board appears to be much more selfish on their part than anything I've ever done. They said they wanted a board that had people with knowledge, but you had, excluding myself, you had an accountant who has handled municipal accounting and dealt with the school district, the county, and the city. And when you say they had conflicts with me, they had even more conflict with him. John West Is a very knowledgeable Individual. We had a registered nurse, who for years was the head nurse, who understood management of people, in Fern Mullen, county commissioner. They totally ignored her. And you're telling me I had a personality conflict? I think on that you're really out in the cold dark of the night. We had Dianne Kopka, who has a masters degree, knowledgeable in administration, we had Doctor Redd. And you're accusing me? You are so far In the dark, I can't believe this. And now, you tell me whos on the board now who brings the expertise more than the people who were there. Did they have a light shine from the heavens and part the dark clouds and start picking the people for their knowledge of administration of hospitals? Because they had expertise? Where in the hell have you been? Zephyr: The question was not taking sides on... Tom: Wait a minute, I'm telling you to look at the quality and the backgrounds of the individuals on the boards. Now you're taking a bricklayer county commissioner who has more knowledge than a county commissioner who had 27 or 28 yeara of experience In hospital administration? What In the hell are you saying? What was your question? Why do I stay on the board? I would like to see them bring some expertise to the board, that has a background and knowledge of hospital administration. Every one Is brand new in there, I figured someone should sit there at least, and I'm sitting there only as a member, and not one conflict has come up between me and any board member. You are putting in words that are totally unsupported, whan you may my personality. And why haven't you been to those meetings? Where has the news madia R-- 2, been? Zephyr: Has the media not done a good lob In covering the hospital? Tom: Absolutely not. There have been so many grapevines In the community. If you can bring the board members up to speed, and show me the board haa the knowledge, and that thinga are In position, I wouldn't have a minute's trouble stepping aside. But I'd like to sit there for awhile and aee where we're going. If we're going to drive off a canyon, I don't want to be In the truck. But if I can help steer it away from the edge, I'd like to be there to do that And I'm not talking about personality. If you as the media had been to the meetings, you'd see that there has been no conflict In the meetings.
