Show THE ZEPHYROCTOBER 1990 Oil Spill at JBCO j PAGE 25 A-,4 &!$$ On Saturday, September 8, the Grand County ShertfPe office received a complaint that oil was being dumped or spilled at JJ3.C.O. Construction on South Highway 191. Health officer Jim Adamson was also contacted by another Grand County resident at about the $ same time. According to the narrative detail of Deputy Steve Brownell's Incident report, "I drove to J.B.C.O. and observed a large J.B.C.O. truck with a tank loaded on It The truck was backed up to an open and apparently unllned ditch. The ditch ran parallel to a fence along Hance Road. A dark liquid with a strong odor, probably crude oil, filled a portion of the ditch. There were several canisters In the ditch (probably oil fitters), visible where the oil had run to the north." Brownell continued, "I phoned J.B.C.O. and spoke with Stephanie Hance. She said that the tank was supposed to be cleaned and taken to Union Oil today. She said the tank should be open. Adamson Investigated the complaint he had received and was told that the spill had been an accident He ordered J.B.C.O. to clean up the spill and deposit the contaminated soli In the landfill. The Zephyr talked to Helen Jo Beeson, secretary at J.B.C.O. According to Ms. Beeson, "It was an accident We brought a tank In, and It had more oil In It than we thought So when they took the plug out, It went too fast and they couldn't plug R back In. Ms. Beeson went on to say, "Because of accidents sometimes happening, and this has happened before, they did have a trench there, but It was all taken care of the next day. Adamson returned to the site on September 12, end was satisfied the contaminated soil had been removed.
