Should a malor effort be made to clean It upend what can the countv commission do? Craig: A major effort should be mounted. What the commission can do Is mainly try to force the Issue. Legally, I don't think we can do It Suing the EPA or Atlas would be futile, I'm sure. If the county convinced the state, the governor, convinced our representatives In Congress that this Is a major problem, ways can be found to put pressure on the powers that can do something about It Frankly, I think Atlas owes It to our community to clean It up. Right now, Atlas Is making a tremendous profit In their gold mines In Nevada. I don't think thats moral. ECONOMIC DEVELOPMENT Zephyr: What does Grand Countv need to sustain real economic growth? Craig: Diversity. Right now, we are so dependent on Just capturing a few dollars as they whiz by here, buy some groceries, buy some gasoline. And we get a little bit of sales tax from that, a few Jobs. If all our efforts are merely to Increase the number of people passing through, we make ourselves terribly vulnerable to national economic conditions, as people stop driving. On the other hand people dont stop taking vacations, they ust cut back on their driving. We have to find ways to sell the visitors a lot more. We need to sell them guiding services. Thats big money. A trip down Cataract Canyon costs several hundred dollars for each person. Thats a lot more than a tank of gasoline and a bag full of groceries. Same thing with a guided Jeep tour. There's entertainment, theres the opera In the wilderness, We have to put our heads together, find services and goods to sell to people besides Just gasoline and groceries. Petra Computer Is a good example, creating employment by providing a service that Is actually exported out of the community. There are people In this community who are actually working for large, Information based organizations. They can do It here as well as anywhere else. They use telephones, they use fax machines, and they use computers. Thats something we need to exploit Whafs been lacking Is a concerted effort to go out and find the people who can come here, with their fax machines and computers, and create employment, and to encourage them to come here. What we need to do Is create an Image, to broadcast that Image, that Moab. Grand County, Is the Ideal place to come and pursue your occupation, and establish a home for yourself. Craig: We need It, but It should be used only as the last resort I don't think that the majority ought to Impose Its will on people who are merely expressing their Individuality. If an Individual Is In fact Imposing serious costs or discomfort or noise, or smell, on his neighbors, then his neighbors certainly have a right to do something about It And what they must do Is rather than first resort to authority, they must first attempt to deal with the Individual. If that falls, they ought to be willing to present their case for negotiation. Because In almost all cases a reasonable solution can be reached without resorting to the force of law. COUNTY GOVERNMENT STRUCTURE Zephyr: Should the county commission be expanded to represent more people? Should we move toward a county executive? What do vou think of how the countv Is organized? Craig: The existence of so many special service districts Indicates that It Is not adequate. We have all the districts because the commission Is not able to assume full responsibility for all the activities going on. I think an expanded commission with an executive that assumes the responsibility for these districts might be desirable, but I'm not sure we have the size to make that work. Craig: I think that Manuel Is an attractive, reasonably Intelligent, pleasant person. I have no personal feelings against him. I think that If he was county commissioner, he would do his best, and he's probably honest, nothing Indicates he wouldn't be forthright and honest But to be a county commissioner you really have to be a lot more than a nice guy, or a good person. You have to understand the Issues, you have to understand the system you are working In, and you have to be able to work In It Frankly, he Just doesn't have the experience, and he hasn't demonstrated the willingness or understanding of the need to communicate with all of the people In the community, not Just the most vocal Interest groups. Zephyr: What Is the biggest weakness In terms of winning votes? Craig: People think Im arrogant and highly opinionated. And I do get Impatient with people who donT know what they are talking about, who see things In such simple terms that they really believe they have the answers to our problems. My weakness Is therefore my greatest strength. The answers to our problems lie within the community, and onty someone who Is really able to communicate with the whole community, able to understand what the whole community really wants and Is willing to do for themselves, only that person can really find workable solutions to those problems. |
