If one realistically reviews the evidence, this viewpoint looks Ilka It has come from Alice's Wonderland via the looking glass. The problems that mainstream environmental organizations' experience with public lands grazing are due to jack of multiple use management Our appeals and lawsuits, which we keep winning, are over what we see as federal agency failures to follow the legal mandate to manage for multiple use and sustained yield values on public land. At this point, It Isnt only judges who are agreeing with us. The United States General Accounting Office (GAO) Issued a report In 1989 which concludes that "BLM Is not and exercising balanced stewardship over the public lands as required by Its multiple-us- e sustalned-ylel- d mandates. The report provides fine Insight Into the history of the situation : "Historically, public lands administered by BLM were viewed as wastelands warranting little management attention. In keeping with this view, Intensive livestock grazing on these lands was not regulated until enactment of the Taylor Grazing Act In 1934. Even after this date, the operating federal philosophy was to assume a custodial role over these lands pending their ultimate disposal to other parties. As a consequence, the public lands that had already been badly damaged by decades of overgrazing and unregulated mining activity continued to deteriorate. In 1976, the Congress sought to change this philosophy by enacting the landmark Federal Land Policy and Management Act (FLPMA). This act established the policy that public lands were to be retained In federal ownership and that their deteriorated condition should be Improved. Further, FLPMA directed that BLM lands be managed under the The multiple-us- e and sustalned-ylel- d. principle requires BLM to principles of multiple-us- e manage the public lands In a balanced fashion for the benefit of all uses. In defining this principle, the act stated that fish and wildlife, recreation, ecological preservation, watershed, historical, and other values should be given consideration as the BLM works out a combination of uses that best meets the present and future needs of the American people. In 1978, the Public Rangelands Improvement Act reaffirmed this national policy and commitment The GAOs 1988 studies found that 60 of BLM grazing allotments were In bad " condition, and only one fourth were Improving. A significant portion of grazing allotments were overstocked, and on 75 of overstocked allotments, BLM was not even attempting to reduce grazing levels. Various studies find that overgrazing has particularly devastating effects on riparian plant and animal communities, and causes significant damage to wildlife and watershed values throughout overgrazed range. Under these conditions, grazing becomes "single use management, "locking out other multiple use values by competing with and value which degrading them. Under pressure, the federal land management agencies are moving towards more balanced multiple-us- e and sustalned-ylel- d management This Is precisely what mainstream environmental organizations have been asking for. There are a number of very successful projects which have rehabilitated public rangeland without eliminating grazing, many with the ranger as leader or partner. In all the projects I've read about, temporarily or permanently reducing livestock grazing pressure was required. For BLM to demand changes In grazing practices to Improve range conditions raises the Ire of livestock permittees who view use of public lands as a property right for ' private benefit Politically, many view BLMs efforts to manage the public lands as creeping socialism and see themselves as defending personal freedom and private enterprise against Invasion by the Commies.
