The warehouse will be closed on Thursday, August 14 from noon to 4:30 and all day on Friday, August 15.. Effective August 18, the Child Care Center will be open &30 a.m. to 6 p.m. Monday through Thursday. On Fridays, the Center will be open from 6:30 a.m. to5pjn. all children at the Center at 7:15 a.m. will be fed breakfast at a charge of Vi Mode hour or 45 cents per child on cash drop-i- n care. The breakfast meal will consist of a serving of enriched or whole grain bread or cereal, a serving of fruit or fruit juice, and a serving of 2 percent milk. Hours of access to the lock boxes are Monday through Friday from 6 a.m. to 5 p.m., Saturday from 6 a.m. to 2 p.m. and no access will be available on Sunday.. The law allows for a three-yeperiod of controlled experimentation to determine what impact alternatives ar to traditional work schedules may have on: (1) efficiency of government operation (2) service to the public (3) mass transit facilities (4) energy consumption (5) increased job opportunities for skilled personnel unable to work standard hours. IN ORDER to implement a compressed work schedule, a temporary modification of certain provisions of Title 5 US Code, and die overtime provisions of the Fair Labor Standards Act, had to be approved. These laws set up their criteria based on 8hour days and five day work weeks so exceptions for the ten-hodays had to be made. In adhering to this practice, I have followed a long standing practice at Dugway, although unique among military installations in the continental United States, of assigning housing to all military and civilian personnel who desired to reside at Dugway. This practice was possible in the past because family housing was excess to military requirements. An equal and open assignment policy was pursued. Recently, however, acceleration of 'testing activities has resulted in an increase in the number of military personnel assigned andor projected to be assigned to Dugway. The former practice had to be revised because we no longer enjoy a surplus of dependent and bachelor housing. The projected situation is such that we must take action now to insure that the anticipated increase in military requirements for both bachelor and dependent housing can be honored. WITHIN the next six months we Air Force military families to arrive at Dugway. In addition, the number of Army military personnel assigned to the installation is expected to increase as is the number of personnel coming 60-6- 5 to Dugway for extended periods of TDY. Consequently, there will be shortages in all categories of quarters: family" bachelor and visitor. To alleviate projected shortages, the following actions are being initiated: 1. All family quarters now in "mothballs are being reactivated. 2. SEVERAL families (military and civilian) occupying quarters larger than that which canbe justified based on family size and composition are being relocated to smaller quarters on post. These reviews are scheduled 60 days after the experiment begins, and each period thereafter until the experiment is completed. DURING these reviews, the Commander will meet with the unions and directors office chiefs to determine what effects the experiment has had on productivity, morale, tardiness, use of leave, energy conservation, and other factors. It is my objective that Dugway meet the increased military requirements for quarters with a minimum disruption to present occupants of government quarters. All actions initiated will be consistent with this philosophy. In addition, I have in- structed the responsible staff elements, Logistics Directorate and Housing Division, to work closely .with those. affected by the quarters shortage: first to prevent relocation, if possible; second; to find alternative quarters on post if desired; and third, to assist in relocation, if that is both required and desired. Current information on the status of the overall program or on status of individual situations may be obtained by calling Logistics Directorate at 2161 or the Chief, Family Housing at 3541.
