appraisers called it a $100 million giveaway moved forward Thursday after revisions were made to ease fears that the deal was inequitable "All real questions have been addressed ami the bill is ready to move forward" declared the bill's sponsor Rep Chris Cannon before it was approved by a voice vote by the House Resources Committee sending it to the full House although they lacked the votes to block it Utah officials are seeking 137’l66 acres of federal land in several chunks in exchange for 108264 acres of state parcels scattered across the San Rafael Swell Gov Mike Leavitt has asked President Bush to declare the sheer redrock cliffs dunes and archaeological sites a protected national monument and the state wants to avoid having its lands locked inside Proceeds from development of the state lands would be earmarked for Utah schools But in July several Bureau of Land Management appraisers questioned the swap in obtained by the Associated Press saying the state ah for consideration' However Michigan Rep Dale Kildee said the Democrats on the committee continued to have concerns and could not support the bill avaeD Dam sions by the negotiators who made the deal in fee first place” Blaeloch said Keith Ashdown of Taxpayers for Common Sense said his group is mobilizing to fight the bill in the Senate since stopping it in fee House “From our perspective it clarifies things — things we thought people understood but apparently they didn’t” said Stephen Boy den director of fee Utah School and Institutional Trust Lands Administration “So and federal negotiators had drastically undervalued federal land and in some cases ignored mineral values One internal BLM memo estimated the land swap could cost federal taxpayers as much as $1167 million The complaints stymied Cannon’s bill until Thursday when he added amendments to address some of the concerns Among the changes the bill guarantees the federal government fee right to coal deposits that fee BLM said could be worth $10 million It also provides for an independent determination on how coal deposits on other parcels should be divided and provides a loose framework for protection of threatened or endangered species these amendments clarify these' things so I think it makes it a better piece of legislation” Opponents of the deal are not convinced the changes fix the flaws Janirie Blaeloch of the Western Land Exchange Project in Seattle said it doesn’t make sense to make the Interior Secretary and Utah governor responsible for making sure fee deal is fair since they supported the original deal “We want absolute independent review wife no participation or deci State to give now appears unlikely “I think it’s done” Ashdown said "If anything gets through Resources and it’s not a controversial vote it’s hard to beat on fee floor” ‘ http:wwwbkngov Utah school bust lands: http:wwwutahtnjstlarxJscom Western Land Exchange Project http:wwwwe8ttxorg PROVO (AP)— The wife of
