"Griff" Griffiths Ordinance #4, under Chapter 18, was the primary subject of discussion during an October 3 meeting conducted at the Minersville Elementary School. The ordinance permits no more than two large animals per half acre lot. Although the ordinance has been on the books for many years, it has never really been enforced. Because of anticipated growth, the mayor and town council members are doing their best to prepare for it. Most of the people in Minersville would like to see a significant growth, but at the same time they would like to preserve some of the existing freedoms. keeping animals and enjoying an agricultural life style has long been an attractive part of living in this:small rural community. One sweet little lady was heard to say, "I wouldn't mind seeing the town grow, if we could just keep it like it is." Nice thought, but just not possible. We all have to prepare for change. Enforcing the ordinance as presently stated is particularly difficult. Most of the people in the town have used _ the agricultural methods of earning a living for many years. They want to continue doing so. Some will be permitted to continue their agricultural life style under a so-called "Grandfather right." This peculiar method of determination can permit some people to keep a number of animals on their property, regardless of the acreage involved. Others will be denied. The "Grandfather" method of administration makes it impossible for the town officials to give all persons fair and equal treatment. The -permission required to conform to reasonable regulations. Any one desiring to keep animals would have to obtain permission from city officials as well as approval from his neighbors. As growth occurs, and as acreage in town becomes more and more valuable, it will become building space for homes and _ businesses, and the animals will move out. The problem then solves itself. The meeting was a lively one, but there was little accomplished.
