Show Land Use Planning Division Serves Six Counties The Land Use Planning Division Division Di Division Di- Di vision of the Central Utah District District District Dis Dis- Office was set up In January January January Jan Jan- uary 1971 for the primary purpose of developing a six It comprehensive plan county then was felt by each of the six counties involved that some di direction direction direction di- di for tor the future development development develop develop- development ment was needed Although the Commissioners Or Organization Organization Organization Or- Or Six County had been In existence existence existence exist exist- ence some 10 years no efforts had bad been made to look at the long range deve PP picture tore Since the countes had manyas many as well as mutual problems many may problems that crossed county boundaries and since the cost for planning on a county scale would be too expensive it was decided that a multi- multi county planning operation was the most practical solution to the problem We serve the following fol following following fol- fol lowing counties Juab Sanpete Millard Sevier Piute and Wayne Although the funds to operate the office come from the De Department Department Department De- De of Housing and Urban Development the Six County Commissioners Organization is held responsible for the program program program pro pro- gram gramand and the planning staff Is employed by them Therefore this Six County Commissioners Organization Is the legal entity as far as the State ot of Utah Is concerned for wide area-wide planning planning planning plan plan- ning and review They give the final clearance on federal programs programs programs pro pro- grams in this area in order to make sure that these programs programs programs pro pro- grams are in line with the long range goals and plans as well as the basic concerns of the people living here Therefore the Land Use Planning Division Office feels its primary con concern ern must be to serve the needs and de desires desires desires de- de sires expressed by the commissioners commissioners commissioners com com- missioners and the people they represent In developing a six county comprehensive plan limited funding made It necessary to stretch the development of the comprehensive plan over a four year period This was also felt to be necessary since theoffice the theoffice theoffice office would handle any local planning Issues where requested request request- ed to do so by the county commissioners Some of the local planning matters they have been working on are the following fol following following fol- fol lowing 1 A policy for subdivision review and approval 2 An Information service on factors a builder should consider consider consider con con- sider when building on certain types of soils or in certain parts of the county 3 A solid waste management program Includes disposal of junk cars 4 Incorporation procedures 5 Provisional guidelines to help municipalities make d decisions de decisions de- de with reference to annexations annexations an annexations an- an zoning changes and land use conflicts It is the committees committee's feeling that any regulations or policies should be established for the protection of the developer the Individual property owner and the legislative bodies that apply These policies are not In any anyway anyway any anyway way meant to be a deterrent to development Hopefully these policies will prevent hardships before they occur and make It possible to reach some agreement on services to be provided In the case of subdivisions In future articles the committee committee committee com com- will be discussing these five local planning matters as aswell aswell aswell well as giving you a progress report on the six county comprehensive com corn plan The office hours are from to Monday through Friday If U you have any questions or concerns please feel free to call us at If U you are infield In field the committees committee's office Is located on the second floor of the Richfield Post Office In Rooms and |
