domain redevelopment projects Anything we do will depend on available funding Right now I think it looks like we’ll probably have a ‘fix and patch' redevelopment agency" Morrison added Redevelopment projects are nothing new to Utah Morrison said They have been established in Brigham City Provo Ogden Salt Lake City and other municipalities in efforts to keep older downtown business sreas from as new commercial deteriorating growth moves to malls and outlying vsst-av- - the Logan Municipal Council designated itself and Mayor Walter Nickel as the Logan Redevelopment Agency — the body having Jurisdiction over any future improvement projects acting as a agency later council redevelopment The k downtown area designated a as a "survey area" Morrison with the d assistance of a Salt Lake redevelopment consultant then a condition survey to determine what shape the survey area was advisory actually in A council consisting of downtown merchants was appointed in June and the municipal council subsequently decided that the entire 54 blocks should be Included in the redevelopment project area A redevelopment project plan was then prepared and Logan officials were asked to take a close look at what role the city ahould play in urban redevelopment efforts 54-bloc- City-base- seven-memb- er Some criticism The redevelopment project has not been without its vocal critics Several downtown merchants have expressed concern that the redevelopment agency would condemn private property for public improvement projects raise the assessed values of their properties provide advantages for some businesses over others by completing specific Improvement projects and generally interfere with the free enterprise system Several critics have also maintained that downtown Logan suffers from no blight or deterioration redevelopment and efforts are that un- necessary “I think our condition survey well established that there is some deterioration in downtown Logan” Morrison said "The redevelopment plan specifically excludes the city's rights of eminent domain so no condemnation of property to complete any improvement project will be possible” The basic advantages of establishing a redevelopment plan said Morrison are to make use of several specialized financing methods outlined in the Utah Neighborhood Development Act One method called tax increment of the financing property tax accrued from increases in assessed value of property to be rechanneled back into further improvement projects or to pay off existing projects "There are also some federal grants that are geared toward redevelopment projects that we may be able to get if we have an accepted redevelopment project plan" Morrison added A redevelopment plan also provides the cities with goals and guidelines for improving its downtown he added allows a portion Funds needed "Unless we are allocated funds for redevelopment no improvement projects will be undertaken" Morrison continued The city has spent about $5000 to date on the proposed redevelopment process Including both (Continued on page 4) m This old building In the downtown area is one of the more noticeable '9ns of deterioration that Logan City officials are trying to prevent $ '8 |
