The defense of the nation requires a force, military and civilian, regular and reserve. To provide such a force we must increase the attractiveness of a career in Defense so that the serviceman and the civilian employe will feel the highest pride in himself and work, in the uniform and the military profession. The attainment of these goals requires that we strive to help each man in uniform bridge the transition from service activity to civilian life. It is up to each individual to determine what he is prepared to contriliute toward that founda- Secretary Laird Expects October Pay "Compromise The 7.8 percent military pay raise, formerly announced to take effect on January 1, 1971, seems to lie materializing in Secretary of Defense Melvin Lairds crystall ball for 1. The October 1 date however, is dependent upon the validity of Lairds own theory alxiut a compromise on the pay increase date. The 7.8 percent pay raise was formerly announced for July 1, but the Nixon Administration favored the January 1, 1971 date instead. Since many political figures on Capital IIOl disbelieve that either date will be honored, Laird feels that both factions will compromise and emerge with the October 1 date. Laird further added that January 1, 1971, will also be the date of the additional 20 per cent pay hike boost (costing $250 million) which he is recommending for enlisted men with fewer than two years service. One of the major factors in the Octolier 1 pay raise picture is what happens with the civilian pay. It is expected that there will be a civilian raise of 5.75 percent on July 1. This would translate to a raise in military base pay of about eight percent. The Administration has budgeted for a 7.8 percent military raise effective next January 1. However, since the budget was prepared, the Cates Commission on a volunteer Army has recommended a 50 percent raise July 1 for enlisted men with under two years service, and about 30 percent for junior officers. Currently, the Department of Defense has not sent any formal pay bill to Congress. But, Chairman of the House has Armed Services Committee, L. The 1970 survey is also expected to reveal the continuance of the farm population decrease. In 1968, an average of 10,454,000 persons lived on farms in rural areas of the country, a drop of 363,000 from the year before. This years census will undoubtedly support the already common knowledge that the people are gradually deserting the farms and moving to the cities. The final item covered on the census form determines the basic figures concerning family incomes. Over the past 20 years, the median family income has increased at a rate of five percent in current dollars. This increase in family income parallels the expansion of general economic activity in the UJ. for the same period. Families receiving income under $3,0(X) have decreased from 49 percent in 1947 to thirteen percent in 1967, and those receiving $10,000 or more have increased from three percent in 1947 to more than 34 percent in 1967. Thus, it is easy to see that the 1970 Census will definitely provide more information than the total population of the United States. It will lie another major effort that is so vast in its scope that it appears on the American scene only once every ten years. Is the effort of the 1970 Census really worthwhile? I think so.
