Head WASHINGTON, May 1 A Utah educator told the U.S. Chamber of Commerce Monday that the tragedy of our time is that during the last 30 years we have fast adopted the ornaments and shackles of an illfare state. DR. ERNEST L Wilkinson, president of Brigham Young University, addressed the opening session of the chambers annual conference here. WILKINSON contended. however, that since the administration has proposed 16 Government programs which onfer. special privileges or grant governmental bounties to various segments of our society. such as federal aid to teachers, increased subsidies to farmers, higher minimum wages ar d increased unemployment henefits to laborers, medical care to the aged, increased federal housing for urban dwellers, etc., etc. REFERRING to the Democratic Party platform as Marxist, the speaker recommended pre-Ne- at B landing, w six courses of action to preserve free enterprise: 1. Accept the Presidents "ask not philosophy and reject his legislative program. 2. IF WE ARE going to criticize government handouts for the other fellow, we' must not ourselves sup at the public trough. 3. Business must spend more money to promote free enterprise through chambers of comrrierre and tiade associations, to match the efforts of labor unions which promote the regimentation of our economy. 4. ELIMINATE the double which imprisons businessmen for conspiring to fix prices and at the same time encourage and promotes unions who conspire to fix wages. 5. Stimulate the economy standard with tax reforms that encourage capital investment; eliminate union restrictions on free- dom of occupation; end rigid wage and price strait jackets conand question long-tertracts with annual wage-cos- t increases regardless of productivity; increase innovation and international trade. 6.
