APS then asked JELCO to get consent from Seaboard to a guarantee that the bonds on the project were still in effect. Seaboard balked. Financial stability at issue Joseph Fratello, Sea- board counsel, would not say exactly why Seaboard had refused to continue to honor its bond because he said it wasnt susceptible to an easy answer. Fratello did say, however, that it related to several matters at the beginning of the project and the contractor uses the money for some other purpose.
