Sad thing is, I dont think he has noticed it. He came to office as one skilled in management' and and as one not committed meticulous in decision-makin- g And then, to the Washington establishment. without a hint or a warning he fell to the environmentalists and gave the hatchet to 19 reclamation projects throughout the nation. These were projects which had been studied, considered, weighed and committed. These were projects which had been attacked before by the environmentalists and upon which they had lost on the merits. So, they took their case to the transition team" and Carter did the rest. The reasoning was couched in management mumbo-jumb- o it and safety. Since when is the regarding t. If so, what is government really interested in Carter proposes? Or the cost benefit of the jobs the cost benefit of the archaic welfare system? Or cost benefit of the horrendously expensive national health insurance proposal? Government is in the business of doing things for people which cannot be economically accomplished through the private enterprise system. To become suddenly interested in cost benefit is hypocritical in the face of most of federal governthe programs managed by a deficit-ridde- n ment. Another important lesson in the Carter action to dump these 19 projects was the manner in which it was carried out. Here is a man whose public relations people say wants an open government and who seeks the advice of others in the executive and legislative branches of government. But when the ax fell, no one in Congress knew it was coming, no advice was sought and as far as I can tell the decision w'as not a product of open government. And now, like a good man with a bad case, he is defensively telling everyone his mind cannot be changed although he condescends to go through a hearing process at taxpayer expense. Obviously his staff work was poor or it w'ould have uncovered the fact that the Ute Indians have the basis for a stiff law suit should the government break its treaty obligations over the Central Utah Project (not to mention similar other problems in the other states). And, equally obvious is the notion that no real money is saved by axing these projects when at the same time the Carter Administration adds another ten billion dollars to the already too large Ford budget. President Carter received two messages loud and clear from the Congress last week. The House Interior Committee voted unanimously to restore the projects and the entire Senate overwhelmingly voted the same manner. I hope the message penetrates the open White House. Utahns everywhere should register their displeasure through telegrams and letters to the White House and our Congressmen. Now is the time to be heard. Then, perhaps.
