Talbot said the arrest for dancing violation was preplanned and that officers warned Old Mill management that they were going to enforce the ordinance if dancing continued on Sunday. It could also be proven unconstitutional. The dancing ordinance was passed in 1961 under the administration of Mayor LeRoy B. Young.
