Overheating can cause hot spots inside the engine which can cause knocking, which, in turn can result in the damaged engine partss.. Overheating is caused by excessive production of heat and insufficient dissipation of heat. Excessive heat generally results from insufficient lubrication, late ignition timing, straining the engine and leaking valve requiring excessive use of fuel to produce enough power to handle the load. Failure to dissipate heat can be caused by a loss of coolant, reduction of effective rdaiation surface, reduction of cooling air stream, or restriction of coolant circulation. Impaired coolant circulation can becaused by the inner layers of hoses cracking and flaking off due to heat. A reduction in the cooling air stream may result from a loose fan belt or a radiator filled with insects or leaves which blocks the intake of air. A defective or incorrect radiator cap, or a leak in the cooling system will cause a less of pressure which lowers the temperature at which the coolant will boil over. Other factors that contribute to overheating are a thermostat that does not open properly, or a defective water pump, which restricts the circulation of the coolant. The amendment was introduced by Senator Frank E. Moss and allows tax deductions up to $1,000 for the addition of materials that make a home more efficient for heating and cooling. It includes solar energy devices, a provision added by California Senator Alan Cranston. The Moss amendment is also retroactive to this tax year so homeowners who have already purchased storm windows, insulation, caulking, etc., will be allowed deductions on their income tax for the year. Moss noted that the solar energy provision is a realistic measure. There are solar energy heating units now available. The Wildlife Board substantially raised rewards for persons reporting information .that will lead to the conviction of anyone who illegally kills elk, moose or buffalo at their annual meeting in Logan. Rewards were raised from $300 for moose and buffalo and $100 for elk to $1000 for all three species by the Wildlife Board. The Board took the action on learning from Division of Wildlife Resources Game Management Chief Norman V. Hancock that an unprecedented number of game were illegally killed this fall. To date 28 moose and 169 elk are known to be illegally taken. Hancock stated that the situation this year was inexcusable, and must be stopped. Rewards totalling $1525 were paid in the 1972-7- 3 season. The Board also raised the price cf salvaged elk meat from 20c per pound for front quarter and 25c per pound for hindquarters to 40 and 50c respectively. In other action, the Board heard a Division proposal that warning citations be issue for minor violations. Law Enforcement Chief John Nagel said that We need a system to separate the flagrant violators from those who run afoul of the law due to misunderstandings. We would determine which violations constitute warnings, and which constitute court cases. Frequency of infractions by the same individual would be considered in determining if a warning or standard citation should be issued.
