Show THE SALT LAKE TIMES FRIDAY, APRIL 13, 1973 Mountain Fuel Supply Asks for Certain Service Discontinuance Mountain Fuel Supply Co. has filed an application with the Utah Public Service Commission asking authorization to abandon natural gas service to certain generating large steam electric facilities in Utah ' and to implement a new service, curtailment and interruption plan. Abandonment of service was requested to apply to all steam electric generating facilities in Mountain Fuels Utah marketing area which are capable of producing in excess of 13,000 kilowatts and which have no provision for waste heat recovery that in the companys judgment is sufficient to provide for a total useful heat recovery equal to at least 60 percent of the available heat content of the fuel. The application said the abandonment proceeding was a necessary step to comply with proposed new priority of service rules of the Federal Power Commission, under which Mountain Fuely also operates, and the Commissions policy of restricting or eliminating low priority uses of natural gas. The application cited a recent FPC decision which said, in part: Aside from the established physical fact that combustion of natural gas for raising steam in boilers and its subsequent con- - version into electricity or mechanical energy results in a loss of roughly two thirds of the heating value of the gas used, which we regard as unacceptably inefficient in time of shortage, we note also that those who use gas as boiler fuel generally can substitute other fuels more readily and at lower overall cost than other gas users; additionally pollution control is more practical because of the large size of individual installations. The proposed abandonment of service to the steam electric generating facilities would be accomplished in two phases, according to the plan submitted. Total abandonment would occur not later than April 30, 1975. Along with applying for the abandonment of service to steam electric generating facilities, the company also applied for the authorization to implement a new service, curtailment, and interruption plan which closely follows the FPC plan and gives the highest priority of service to residential and small commercial uses and lowest priority to large interruptible uses where alternate fuel can meet such requirements.
