Show THE SALT LAKE TIMES FRIDAY, MARCH 23, 1973 Page Two National PTA Expresses Concern About Special Revenue Sharing The Nixon Administrations proposed revenue sharing legislation for education prompted a reaction of grave concern from member Nathe multi-millio- n tional PTA. The plan would replace the expiring Elementary and Secondary Education Act (ESEA) with a $2.5 billion bill consolidating 30 categorical programs into the broad areas of elementary and secondary education, including support services and compensatory education for the disadvantaged; aid to handicapped children; vocational and adult education; a basic school program and impact aid. Its extremely difficult to estimate how money formerly channeled into 30 specific categories will be distributed ably among the five broad areas outlined by the Administration, said Mrs. Walter G. Kimmel, the National PTAs coordinator of legislative activity. Under the new arrangement, there is no assurance that many current programs especially those for the disadvantaged will not suffer. At a time when it appears that there will be less money available, we are extremely concerned that this legislation will channel more of the states portion of funds directly to the schools than was the case under the previous programs. Mrs. Kimmel said that there is no provision in this proposed legislation for a transition period from the time ESEA expires until special revenue sharing is put non-publ- ic into effect. Current programs cannot continue without federal funding during this period, she pointed out. The PTA believes that it is misleading to title this legisla-ton- u revenue sharing. As the legislation has been defined as a management bill, the PTA thinks it would be more appropriately titled a grant consolidation program. This term will give a more accurate indication of the purpose of the legislation and would avoid the expectation of additional available funds which is implied by revenue sharing. The National PTA has consistently sought the strengthening of state departments of education as the agencies most directly responsible for the education of children within each state. We would deplore any indication in the bill that would provide even the slightest possibility that money for educational purposes could be channeled by other agencies. Marty Robbins Comes To Salt Lake March 24 Many performers try their hand at a variety of styles ballads, blues, country and western Hawaiian, Spanish, gospel but few score as consistently in all categories as does Marty Robbins. Winner of several Gold Record awards, Marty first burst into national prominence in the country western field. He will appear at the Salt Palace Saturday, March 24. The concert will also1 feature Candy Martin, Bobby Sykes and Don Winters. Marty was born near Glendale, Arizona and moved to Phoenix at the age of 12. He spent three years in the Navy, where he had taught himself the guitar and began to compose songs. He made his singing debut at one Phoenix night club with a band of a friend. Soon, Marty had his own radio show and a TV program, Western Caarvan. He made frequent guest appearances on the famed Grand Ole Opry and in 1953 became a regular member.
