The following letters were recently answered by the Department of State: Treaty Duration When the United States signs a pact or makes a treaty is there a set time on how long we are bound by these? For example, how long will we be a member of SEATO and also of NATO? L.B. Pittsburgh, Pa. Dear L. B.: The duration of an international agreement is usually specified in the agreement itself. Thus, for example, the Southeast Asia Collective Defense Treaty (SEATO treaty), which was signed at Manila on February 19, 1955, provides in Article X as follows: This Treaty shall remain in force indefinitely, but any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the Repub-- , 'lie of the Philippines, which shall inform the Governments of the other Parties of the deposit of each notice of denunciation. . Dear R.T.S.: The gold you mention is monetary gold looted from occupied countries by Nazi forces during World War II. After the war, the Tripartite Gold Commission (Great Britain, France and the United States) was set up to take custody of the gold and determine the share assignable to each of the occupied countries. Unanimous consent of the three members is necessary to release a share of the gold to a formerly occupied country. The United States has taken the position that it is not prepared to consent to release the share of gold assignable to Czechoslovakia until that country concludes an acceptable agreement settling the claims of U. S. nationals. To date it has not done so. The Foreign Claims Settlement Commission has found the value of the claims of U. S. Nationals on Czechoslovakia to be in excess of $113 million. Small payments were made on these awards out of funds received from the sale of a steel rolling mill ordered by that country prior to its Communist coup. The mills delivery had been blocked by the Secretary of the Treasury under the Trading With the Enemy Act following the Communist takeover.
