But a sense of aimless drifting seems to be spreading through Washington this summer. The response to the destructive wave of Negro riots sweeping the countrys cities is only a case in point. Americans have been duly shocked by the bloody rampages which some say could easily explode into another civil war. But nowhere has there been an imaginative response matching the scope of the problem, except to urge that the federal government spend more money on programs that have already proven ineffective. President Johnsons response could not have been more prosaic. He appointed a Commission to investigate the cause of the riots and urged the country to pray. Both Republicans and Democrats seemed more con- cerned with making partisan political capital out of the crisis than in reaching basic solutions. And all the new programs announced in the wake of the riots to get at the cause of Negro unrest seem no more than the bare minimum that should have been expected before the nations long hot summer of racial unrest began. It has become devestatingly clear that the nation has been drifting from summer to summer in coping with the interrelated problems of Negro poverty and lawlessness. No really meaningful action, beyond mere patchwork programs in immediate response to this years riots, can be expected this year. Realistically, one can only hope that some really giant strides are taken to head off and its causes racial violence before another long hot over summer explodes all again next year. Congress certainly hasnt been setting an example. Both the House and Senate have failed to raise their own ethical standards in the wake of the seems to be increasingly determined by the course of the war in Vietnam. There is every indication that the President would move more decisively in other areas if he were certain what tomorrows Vietnam War requirements will be. But there, too, drift seems to be the order of the day. The nation seems increasingly uneasy over the course of the war the Secretary of State says he sees no sign of ending, while the Secretary of Defense asserts it is being won, while the Pentagons civilian chiefs publicly quarrel with the military commander in the field over both strategy and tactics. And, for his part, it is clear that President Johnsons massive effort to get the Russians to help end the war have, thus far, come to naught. There again, both U.S. and world diplomacy seems to be drifting all over again. Soviet aid has changed the defeatist Arab mood back to one of belligerence again. Neither the U.S., United Nations, the Vatican or other peacemaking forces, have been able to play a meaningful role in stabilizing the area. Everywhere, Americans seem our largely to be hoping troubles will grow no worse than they are, that there will be no more warfare in the Middle East, that somehow, the Vietnam War will end, that, prayerfully, there will be no more riots in our cities. But otherwise, they seem to be drifting. Nowhere, does anyone seem to be exercising firm control over events that are exposes.
