THE RAILROADS, during the past eight years, have made the greatest progress in increasing safety of rail transportation ever attained by the carriers of this country, culminating in the year 1927 in the best safety record ever established by them, R. H. Ashton, chairman of the executive committee of the Association of Railway Executives told the Interstate Commerce Commission in asking that body to permit. the managements free opportunity to exercise their judgment in determining in what direction expenditures can best be made to insure the greatest possible safety for employees and the public and generally increase safety in train operation. Despite the hundreds of millions of persons who ride on the railroads each year, only ten were killed in train accidents in 1927, a new low record for any one year and a decrease of 69 under 1926. An imr provement in safety among employees was also reported in 1927. During the past eight years freight speed between terminals increased 19 per cent, freight car miles per day increased 20 per cent, and gross ton miles per freight train hour increased 74.5 per cent. The results obtained in safety are a growing indication that the efforts of the railways to secure the greatest measure of safety have been productive of commendable 26 East 2nd South results. In 1907, the first year of record explosives were charged with seventy nine accidents, fifty-tw- o fatalities eighty personal injuries and a prop! erty loss of nearly a half million dollars. During the past three years there has not been a single fatality caused by carrying explosives on American or Canadian railroads. Unfortunately, nine personal injuiies were reported in 1926 ,thus marring what would otherwise have been a record. The properfect three-yeperty loss for 1927 is unprecedented. The Bureau for the Safe Transportation of Explosives and other Dangerous Articles was organied in 1906 under the auspices of the American Railway Association. At the outset its principal concern was to throw safeguards around shipments of explosives requiring attention; in fact, the list now includes 227 of them.
