(Ted) Moss has written to Governor Calvin L. Rampton suggesting that the State use at least part of a new $200,000 Federal grant to initiate a study in anticipation of oil shale development. Moss said he is concerned about proper planning for the rapid growth that will be experienced by the eastern part of Utah with oil shale development. The U. S. Office of Economic Opportunity grant just announced for the State Department of Community Affairs should help finance a study to determine the need for additional housing and municipal services, Moss said. The impact of such development on the residents of the area also requires study," Moss added. In December, Senator Moss asked the Department of Interior to undertake a study of the social and economic i.npact of oil shale development on Utah, but he told Rampton, They have produced nothing to date." The bids for the first Utah tract will ' be opened on March 8," Moss added. "Although it will be two or three years before the Eastern part of our State begins to experience the effects of rapid growth, there is clear need for early and comprehensive planning."
