The question isnt whether you agree or disagree with these goals as much as it is whether such goals are proper concerns for an association that represents, as they put it, teachers and educators of all backgrounds and of all political persuasions, and who will be using that influence to persuade a Secretary of Education to respond to their priorities.... Special interest groups such as NEA and AFT would find it very difficult to control 50 state legislatures or thousands of school boards, but they would find it a much easier task to control a single federal official. Without clearly defined, built-isafeguards against domination by special interests, the new department will become an extension of the political arena, rather than a friend and assistant to educators and students. THE MARRIOTT REPORT The Birch Log Continurd from Statement on HR 2444 Department A year ago, before any of Education Bill of the provisions of a specific bill supported the concept of a separate Department of Education. As we began the debate on this new Department of Education bill, I listed five criteria that I insisted the bill be judged on. After spending many hours taking testimony from numberous parties with opposing points of view, studying the issues, and hearing debates, my support for the bill declined from the status of a cosponsor to a position of neutrality and ultimately to finding myself reluctantly opposing the bill itself. I finally voted against the bill because it failed the test of the criteria I had established. Lets evaluate the bill by those criteria: (1) Will HR 2444 break up HEW and consolidate existing were developed, I federal programs? Teh bottom line answer is no. The fact is that 180 separate education programs and activities are left out of. the Department of Education by HR 2444. Thats more than half of all federal education-relate- d programs. Whats worse is that not even all the education programs already in HEW are transferred by the bill; 44 are left under the same old Health and Welfare. So we are simply operation ...a military commander whose function is to see that the schools operate effectively. Remember, these schools for .. military dependents are located overseas and must depend on defense officials for all logistical and materiel support..... (2) Will HR 2444 reduce bureaucracy and improve management of education at the federal level? s, IS three-yeNo. This bill authorizes 61 new executive-levand 14 super-grade- s, positions at an average annual salary of $50,000. Most of us will agree that the teachers are far more important. The sad fact is that HR 2444 puts the bureaucrats ahead of the teachers as a priority. Adding insult to injury, the bill fails to deal with the fact that bureaucrats need staffs. The 15 positions alone require a total of 127 staff positions and an annual budget of over $3 million. ...an NEA spokesman who visited me in my office admitted in his conversation that efforts to consolidate all education programs under one agency failed completely,.. .There are 16,000 employees in the proposed department. With 16,000 school districts in the nation, thats one bureaucrat for every school district.... (3) Will HR 2444 increase block grant programs, reduce paperwork for educators, and decrease federal intervention in general? There is nothing in this bill that does a thing toward increasing block grants.... H R 2444 authorizes 90 new positions at the executive and level. Multiply that by the average paperwork load super-grad- e foreach bureaucrat, and you have 15.5 million new pieces of paperwork created by the new department Federal intervention into local school jurisdictions cannot be decreased without the expansion of block grant programs and a parallel decrease in the number of categorical grant programs.... (4) Will HR2444 reduce special interest influence in education? Both the NEA and the AFT have told me that the debate over the new Department of Education has been reduced, at least here in Washington, to a power struggle between the two groups. The AFT went on to say that every appointment in the new agency would become an occasion for union factionalism. Such a situation would hurt everyone, including students, parents, and teachers.... The NEA has flatly stated in its objectives that it seeks to become the foremost political power in the nation (John Ryor) and to reorder the priorities of the United States of America (Terry Herndon). What are their priorities? Are they to improve education, to help the children? No. The following are some of NEAs priorities: (1) Ratification of the ERA; (2) decriminalization of marijuana; ing super-gradeel top-lev- el ar port.... The NEA became increasingly isolated as the only major . supporter left on the bill. And finally this lack of support was demonstrated overwhelmingly by my own constituents. The mail that came into this office ran 10 to 1 against HR 2444. I, like you, want quality education for our children. We cant find a higher priority than that. But I want state and local control over policy. And as for federal involvement with support and funding for education, I want effective management free of stifling red tape and immune to special interest , politics. . Several weeks ago, amidst a blitz of resignations, firings, , and personnel shuffles, Presi-- . dent Carter moved G. William Miller from the chairmanship of the Federal Reserve to Secretary of the Treasury. As the new chairman of the Fed, Mr. Carter nominated Paul A. Volcker, the president of the Federal Reserve Bank of New York.. While the nations President made the actual appointment, even The New York Times ' E.P. Thornton Column recall that the world thought Germany was ruined for all time by Hitler that German youth would never again be anything but arrogant and warlike. But the whole country did change, and the Communists had to build a wall smack through the city of Berlin to keep the East Germans and other communists from the country now peopled by escaping into West Germany those same grown up kids who were the hated bro wri shirts and Hitler storm troopers. Germany was broke, cities and transport in ruins, people starving. Today, look at it. Miracles can occur UNDER THE RIGHT LEADERSHIP. Paul Volcker came to promi- Socialist Continued from pace 4 9 Volcker Heads Fed SUMMARY The sole purpose of any educational organization should first be to help the children of America, the very lifeblood of this great nation. During the debates the children were never mentioned. HR 2444 became a political power struggle, a promise to special interest groups for past favors, and a vehicle to res- pond to parochial interests. HR 2444 would not strengthen the states primary role in education? It would not strengthen the local school districts role in education. It would not reduce paperwork, cut red tape, consolidate programs, break up HEW, reduce the bureaucracy, improve management, increase block grants, or decrease special interest influence. And it would not improve education for our children. In fact, children are not mentioned anywhere in the entire bill. HR 2444 falls far short of the mark. In addition, the bill simply became a Christmas tree of nonsensical amendments proposed either to weaken it for one group or strengthen it for another. Even educators became divided on the bill. Thus, as the bill developed in committee and on the floor of the House, original supporters began to withdraw their sup- t tightening moves, Mr. Kennedy replied: Its not my job to approve or disapprove. These goals are totally opposite those of any one-wor- ld loyal American. The question arises: Why would President Carter appoint such a man to run the extremely powerful Federal Reserve System? The answer is that Jimmy Carter, too, won his job through his association with David Rockefeller, mainly through his early membership in The Trilateral Commission. Mr. Carter has always done what the one-world-e- rs want. When David Rocke- feller suggests that his friend, Paul Volcker, be named to run the Fed, Jimmy Carter obeys. Now, David Rockefellers man, Jimmy Carter, runs the duly constituted Government, in the words of Wright Patman, and David Rockefellers man, Paul Volcker, runs the n lesser-know- government of the United States. The result is that our nation continues to suffer n policy setbacks, inflation, and increasing federal control. This is why America is in retreat and Communism is on the march.
