While President Carters government has proclaimed itself the defender of Human Rights worldwide, it appears to have ignored many of the worlds worst offenders, one of which is Panama. Professor Winston Robles, a director of the Panamanian Committee for Human Rights, has charged in an open letter to President Carter that the State Department is misleading national public opinion by covering up the continuing human rights violations of the Torrijos dictatorship. During a recent press conference (held in a congressional meeting room and attended by congressional aides) Dr. Robles said that Panamas military regime, which seized power in 1968, has murdered hundreds, forcibly exiled more and jailed and tortured thousands. Before his exile in January of 1976, Dr. Robles held the chair of Professor of Philosophy of Law at the U niversity of Panama. At the conference, he was accompanied by Panamanian civic leader Guillermo Alfredo Ford and attorney Eusebio Marchosky. Marchosky had been subjected to arbitrary arrest, jailing and torture before his expatriation in September of 1976. Guillermo Ford belittled dictator Torrijos threats of violence against the Canal Zone if the treaty is not ratified and pointed out that United States financial and military assistance is responsible for keeping Torrijos in power. The Communist Party is the only legal party functioning in Panama, and the Torrijos regime is heavily infiltrated with Communists. Phillip Harman, Director of Information of the Canal Zone it Public Information Corporation, recently disclosed that the Marxist dictator of Panama, Omar Torrijos, was a member of the Marxist organization known as Young Veraguas when he attended high school. In fact, at age 4, he appeared in a photograph bearing a Communist flag while a member of the Young Veraguas. Harman noted that the late columnist Drew Pearson had in fact identified Torrijos as a member of the Communist Party of Panama as far back as November 19, 1968. Torrijos mother, Joaquina, and his father, Jose, have been identified as founders of a Communist cell in Veraguas Province, now the most powerful and influential cell in the Republic of Panama. Since the beginning of the Torrijos dictatorship in 1968, the Communists have continuously exerted a strong influence in his regime.
