Show Page 10 The Utah Independent February 24, 1977 READERS OUTLOOK millions lost by good Americans as their organization is infiltrated and destroyed at the top. Of course, this is how they always do It. It proves once again that socialism (communism) is not a movement of the people. It always is imposed from the top. Thank you once again for your very wonderful persistence in bringing the truth to light. Our gratitude is not enough. We owe you our financial support and our spiritual support. Sincerely, Ray Y. in Arkansas. FOR YOUNG? WHY Senator Orrin Hatch Senate Office Building Washington, D.C. 20510 give us some of their powers, we will TAKE IT ALL AWAY FROM THEM. McDonald also cited with great concern Youngs personal friendship with communist terrorists. His recent visit to Africa should bear this out. ..he saw no white Christian leaders who have built Rhodesia and South Africa, nor did he see any of the blacks who are glad the whites are there as they have become cabinet members and useful members of the building...with the highest standard of living in the whole of Africa. Another very grave concern in keeping Rhodesia as our friend, should be that it is the only known source of chrome which is used in the hardening of steel. The Gulag punishes those who differ with the Soviet government; with imprisonment, with death, with psychiatric repression, with slave labor. And it will be everywhere and it will get you, if you don't watch out. CARTERS PAY BOOST 1 air standards. Justices William II. Rehn-qui- st and Potter Stewart, startled by Randolph's assertion, sharply questioned him on the federal governments authority. It is one thing for EPA to say were going to see that no vehicle in a state violates the standards, but quite another for it to detail how the state must go about it, challenged Justice Rehnquist. Justice Stewart, after questioning the deputy solicitor general at some length, voiced doubt that the governments concept of d sources of highways as as simple as any inpollution was state-owne- cinerator. This PLACING LIMITS questioning by the justices, according to veteran court reporters,-indicatethat the. high court may be planning for the first time to put some limits on the vast powers of the EPA. As one state Maryland lawmaker puts it: The real issue at stake in this case against the EPA is whether the police power of the state government is going to be controlled by its locally elected s . from or representatives Washington. In general, the high court under Chief Justice Warren Burger, has been moving to limit federal powers in the field of government. The coming decision in the Maryland vs. EPA case should give us an indication of whether this trend is continuing or will the court be influenced by the 1976 election results. POPULATION GROWTH SLOWS Slower growth of the nation's population is becoming increasingly apparent. te Latest estimate by the U.S. Bureau of the Census shows that the number of Americans rose just 5.6 percent between 970 and 976. Growth in the previous six years: 6.7 percent. state-by-sta- 1 of Population two states New- York and Rhode Island and the District of Columbia actually declined. Behind the slower growth, say census experts, lies a sliding birth date. Fewer children were born last year than in any year since 1945. The biggest percentage gains in population were recorded by Arizona, Alaska, Nevada and Florida indicating another major trend migration to the south and west. - 1 each 12 for $2.75 25 for $5.00 50 for $9.00 Dozen assorted copies older than 2 months $1.00 100 for $17.50 Price includes postage and handling. That discovery was revealed by Senator Orrin G. Hatch (R-U- T) during public hearings on the Surface Mining Control and Reclamation Act. Sitting as a temporary member of the Committee on Interior and Insular Affairs, Sen. confronted Hatch Interior Secretary Cecil Andrus and Federal Energy Administrator Jack O'Leary with several obvious changes in substantive facts in what has been suggested to be an impartial report on the Stripmining Law" prepared by ICF, Incorporated, a Washington-base- d research and consulting firm. The independent consulting firm delivered a summary of its study to the Council on Environmental Quality and the Environmental Protection Agency late last month. Apparently someone in those agencies or at ICF altered the independent analysis and then circulated the doctored information as independent research compiled by ICF. Sen. Hatch asked Secretary Andrus, Do you believe a federal agency who calls upon outside, independent expertise to provide should revise those independent figures to apparently suit its needs? The Administrator of Federal Energy, Jack O'Leary, promised Sen. Hatch and the other members of the Interior Committee that a full investigation of the alleged doctoring would be conducted and an explanation delivered to the Senators. Senator Hatch indicated his continuing concern with the Stripmining Bill by saying, I have questions about a bill whose defects have apparently been glossed over by cither the independent source of information or by two federal enagencies with a one-sidvironmental point of view. The Senator from Utah pointed out that at least three western states have approved stripmining laws as determined by the Department of the Interior, and if new federal stripmining legislation is enacted, it should be administered at the state level. The Secretary of the Interior and the Di rector of the Federal Energy Administration agreed with Senator Hatch's comment. , Continued from page 1 The pay increases take effect automatically by February 22 unless either House of Congress votes it down. An effort to obtain a vote by the full senate was defeated 56 to 42 shortly before the present congressional recess. Delaying tactics by the House Democratic leadership have so far blocked any floor vote to kill the pay increases. It is Democratic maneuvers like this which are expected to help make the pay increases the major issue in the 1978 elections. Because of his public endorsement, the President's image could also be tarnished by the fallout from the pay increase measure and the way it is being railroaded through congress. Note. Under the proposed increase bill before congress, pay members pay will be boosted by 29 percent from $44,600 to $57,500. Vice President Mondales salary would be increased from $65,600 to $80,000 or by 22 percent. In a ECONOMIC NOTES recent report to the senate.
