KERSHNERS COMMENTARY By Dr. Howard E. Kershner Revenue Sharing The monthly publication, Treasury Papers, issued by the United States Department of the Treasury, contains the testimony of Deputy Secretary of the Treasury, George H. Dixon, concerning the General Revenue Sharing program. Air. Dixon tells us that the program, instituted in 1972, has made available over $26 billion to states and communities throughout the nation. He says: Revenue sharing: has contributed to a federalism by shifting some resources to those governments closest to the people, where there is often a clearer perception of the needs of citizens. If governments closest to the people have a clearer perception of the needs of the citizens, it follows that the citizens themselves have a clearer perception of their own needs than any government unit possibly can have. All the billions that revitalize federalism are first of all taken from the people, and the process devitalizes individualism. The long arm of government reaches out and robs the people of a large portion of their eamings, pays the bureaucrats (who do it) very handsomely, and returns a portion of the peoples money to the states and local units of government that take part in the fleecing process. How much better it would be if the people were allowed to retain their own money instead of delivering it up to their taskmasters. The revitalization of the federal government is not nearly so important as the revitalization of the American families from whom the money is extracted in the first place. Since 1972, the revenue sharing plan has shared $26.7 billion, or $650 for a family of five. How many American families would have volunteered revitalization of fedto give up $650 for the eralism? If they had had the choice, very few would have done it. The fact is they were robbed by rapacious bureaucrats who sling the peoples money around in various ways that they think will perpetuate their own so-call- ed sinecures. So when the Soviets built up their military power from inferiority to near parity with us, and then went on to where its said we now have near parity with them, and they still go on building up their military above ours, you can know its not for war with us but rather for victory over us. -- J. I arose early and turned on the news tape shown over Channel 2 in Salt Lake City. 1 was startled to read that communist countries were trading with Rhodesia via Swiss companies as a means of evading sanctions by the United Nations. What a contrast to the position of the United States, which apparently is attempting to destroy Rhodesia by the apof economic force, plication although we rely on Rhodesia for chromium, which is indispenablc for our industrial production. On the naive assumption that this news might not be known by the federal government and that it might make a difference in our position. I sent a telegram to the White House. A copy is enclosed. Identical telegrams were sent to our two senators. Now we w ill see if this makes any difference in our position toward Rhodesia. If there is no I change by the State Department would regard it as further proof of governmental control by the Rockefellers and their elitist allies, who covet the mineral wealth in southern Africa, as they coveted the wealth of the Congo and the Spanish Sahara. You promised an open administration and to tell the truth so why didnt you tell the American people that the Soviets in a secret arms race, unaffected by the SALT agreements, are developing brain scrambling microwave weapons and also laser beams that might be used to blind military satellites. If this is made operational it could absolutely paralyze our nation because virtually every U.S. Combat Force functions on the basis of radio communication and in time of emergency or war units would wander aimlessly without knowing how to respond to any given situation. May I also respectfully suggest that you and appropriate members of your staff view the documentary film prepared by the American Security Council entitled, The Price of Peace and Freedom."
