By MARILYN MANION Paul Scott Washington: Even the most cautious China watchers in the U.S. intelligence community are now convinced there is at least a SOSO chance that civil war will break out before the end of the year. This private forecast is based on the strange and breath-takin- g power struggle that has been goin on in Peking since the death of g and which has now Mao come out into the open with the arrests of Chiang Ching, Mao's widow, and the senior Deputy Prime Minister Chang Chum-chia- o, and several others of their faction. This drastic move by Prime to conMinister Hua Kuo-fen- g in his solidate Peking is power taken here as a clear indication that widespread trouble is expected from supporters of Mao's widow and Chang outside the capitol where they are the strongest. The assessment of the surprise arrests is that they were designed to first confuse and then control the opposition to Prime Minister Hua by leaving these forces leaderless at this critical stage of the power Tse-tun- struggle. The jailing of Chang, who in addition to being Deputy Prime Minister is head of the general political department of the Armed Forces, is considered the most significant. With close ties to the military commanders of many of the Provinces, Chang is known to have a strong following outside of Peking both within the military and the Communist Party. Whether Prime Minister Hua will now be able to contain and control these supporters of Chang and Maos widow in the Provinces outside of the Chinese Communist capital is highly questionable.
