H: First with respect to the allocation of pay raises, I havent completely understood what was behind the congresss vote with r respect to them. As you know, they capped their own thing and that is the political appointees in Washington, and allocated the balance, I had understood, on the basis that the higher GS grades had not been as well compensated in cost of living increases in previous years as the lower grades. With respect to the pay cap on military in particular, I think its unfortunate that were in the position with the federal budget that we have to take these steps to cut off compensation or to fail to fulfill legitimate expectations with respect to increases and I would hope that in the next congress we would be able to stabilize and have a uniform policy with respect to pay cost-of-livi- raises and that cost-of-livi- ng October 28, 1976 The Utah Independent Page 7 A Stand ng increases would preclude this turbulence among the federal work force and particularly among the military. They, of course, have different philosophies of supporting their divisions which accounts for part of that difference. And they also have a philosophy that they will leave a position in the line until it is pretty well decimated and then replace it with a new division rather than, as we do, providing replacements and leaving the division in the line. So I think that any difference in the size of division, whether theyre in- fantry or armored or airborne divisions, is probably compensated for by the fact that they have a larger number of them.
