Stahl La Jolla, Calif. 92038 UTAH ASSOCIATION OF GOVERNMENTS Dear Mr. Breitling: 1 have received your letter of 1975 discussing the July 21, is presently which regional concept a part of our daily life. 1 have evaluated the information in the enclosed pamphlet. I cannot say I agree with your interpretation of the regional concept. 1 feel it is a mechanism which has been established to distribute funds to the counties and the municipalities throughout the nation. U.S. News and World Report in a recent issue indicated 5177 billion would be distributed federal the various through programs during 1975. I feel our people in the Southeastern Utah Association of Governments, comprised of Carbon, Emery and Grand Counties, have paid their taxes and are entitled to their share of these funds. The Association is one of the vehicles which will assist in securing allocated funds to the counties and the municipalities. When Congress appropriates funds, they will be spent on the programs for which they are designated. If one or two communities do not wish to accept the funds, they will be allocated to some other community. I dont feel the people in our District should be deprived of programs and funds that are available to them, as w'ell as to all of the other people in the I feel this would be a nation. betrayal to the oath of office w hich I swore to. OUTLOOK Continued from pace 2 In regards to San Juan and Luke L1)S Tabernacle in conIron Counties and their junction with the Bicentennial withdrawal from the respective Associations of Government. I feel there is much more to their withdrawal than the Regional Concept. One thing 1 have been unable to understand is how a county can withdraw from an organization thaf is providing programs, staff people, developing programs, preparing applications, and dying any other assignment that is requested of them. They have elected officials from their county serving on the Board and assisting in the decision making. All of these services are furnished by the Association of Governments at no cost to the county. I feel the services provided by the Association is the biggest bargain any county or municipality can utilize without it costing them one penny. Is Iron or San Juan capable of employing the necessary staff to perform the services that are provided by the Association staff? 1 feel our Association is providing some very necessary services to our counties. They have produced some fine results in as- sisting the counties and their problems. municipalities I feel that Iron and personally San Juan Counties w ill regret their action in the not too distant future. Warren Burger (and all those on the Court who voted with him in the infamous Betty Ford to the contrary notwithstanding decision of January 22, 1973) has now adjudged and sentenced unoffending innocence to death without the benefit of due process, the presumption of innocence, a trial or a defense. He has taken the penalty of death from those who deserve it. and placed it upon those who . by no stretch of the imagination could possibly deserve it.
