You will note that I have qualified what, to me. should epitomie those fit to lead. They must be bothgooJand wise. Some men are good, but too naive to be wise statesmen. Other men possess great intellect, but are not morally good. A nation, to endure, must have leaders at the helm whose mandate is higher than the ballot 4. . box. If a government is really the sum of its people, and they are sovereign, then it follows that they must be watchful, igilant and informed lest their liberties become gradually usurped by naive or unscrupulous leaders and they awaken to find their liberty gone. Despotism does not arise on the platform of totalitarianism, or anything resembling it. It is voted into office on platitudes of democracy, freedom", promises something-for-nothing- " or of what the government will provide the people. In reality, government should do nothing economically for a people that they can do for themselves. To pursue policies to the contrary, .weakens national initiative and destroys character; and politicians who prey on the gullibilities of the electorate, to stay in public office, are unworthy of the trust given to them. We must keep the people informed that collectivism, another word for socialism, is a part of the communist strategy. Communism is essentially socialism. HEW TO RESUME FUNDING OF EXPERIMENTS ON ABORTED CHILDREN Retiring Secretary of HEW. Caspar W. Winberger, on July 29 issued new federal rules which resume federal funding experiments on aborted babies. June 1974 congress cut off funds and ordered a study of the issue by a national commission. Commission guidelines and therapeutic experiments on both unborn children and children born alive during an abortion providing the latter is deemed too immature permit non-therapeu- tic to survive. Dr. Leonard Hayflick of Stanford. a prominent researcher was stated to have refuted arguments that restrictions on experimentation on unborn children would lead to a serious shortage of polio vaccine. He was quoted to have said that there is an assured supply for at least 20 years. In a,, dissent to the fetal experimentation report of the National Commission for the Protection of Human Subjects. David W. Louisell. Professor of Law. The rising prices for imported items, especially oil, and the decline in the foreign exchange rate for the dollar accounted for 40 of the rise in U.S. prices. The New York Times of 9875 also reports that Independent News, a major national magazine distributor, puts these modesty bands around the nudie magazines in super markets, if requested. Two subsidies, of many, are highlighted here to show that the f ederal Government is allowing its money to be spent promoting one side of an issue. The issue is Land Use Regulations. Bills for Land Use Regulations have been killed in the last two sessions of Congress. Numerous States have refused to usurp a localities right to regulate itself. Numerous groups abound to oppose State and Federal Land Use Regulations. So how come use regulators can't find pro-lan- d someone to balance their speaking programs? Mr. .1. Meetings have been held all over the State of Virginia and not one credible anti-lan- d use regulator has been invited to take an official part in his programs. Yet. Senator Henry M. Jackson was invited to speak, at a substantial fee. at Sweet Brier College, in Virginia. And he's just one of the land use boys who gets the gravy. League of Women Voters President for Kentucky. Mrs. Sherry Jeffers, was able to pull more federal money for Land Use The Regulations propaganda. Kentucky Humanities Council got a $102,688 dollar grant from the National Endowment for the Humanities, reports the March 10. 1975 Louisville (ky) Courier-Journa- l. and turned it over to the League to set up forums on land-us- e planning. In Hopkinsville. Ky.. the League was attacked by Citizens Concerned about Zoning, in two e news ads. for their onesided attitude. Needless to say. the use of all that Federal money wasn't thought too highly of, either. A repeat performance by the League was held on Sept. 5. with the speaker former Governor Tom McCall reciting how he pushed Oregon into Land Use Planning. That speech, in Henderson, again, has drawn fire upon the League and the Federal Government. d The forum has to go. It's not too late to let your Congressman know about Federal dollars being misused, not for education on an issue, but as propaganda. These two examples, plus examples you are more familiar with, should be cited. Only with specific examples can your Congressman do the job you hired him for.
