Kershner Tlx Debt Ceiling are written, the House has approved of lifting the ceiling on the national debt to $577 billion. The Senate will probably approve before these words are in print. There is something curious about the mental processes of those who direct the affairs of a city, a state, or a nation. Why should they think that if we cannot pay the expenses of the government this year, that next year we can not only pay the expense of that year but also pay interest on the deficit of this year, plus something with which to begin amortizing the debt. If it is impossible this year, it will be more impossible next year struggling under this added burden. The Eisenhower years of the 50s were mainly peaceful and prosperous yet more than $15 billion was added to the national debt during those years. Why couldnt our leaders see that if we could not pay our way during these peaceful, prosperous years that we surely would be unable to do so during wars or hard times that might ensue, to say nothing about paying interest on the debt foolishly increased during the good years and arranging for its amortization. Neither our cities, our states nor our Federal government are showing the sense of the ancient Egyptians. During the seven fat years recorded in Genesis, the Pharoahs, under the urging of Joseph, set aside enough to last the people during the ensuing seven lean years. Our country did just the opposite. During the fat Eisenhower years, we not only consumed it all but increased the Federal debt by more than $15 billion. Many of our states and local units of government were doing likewise. Congressional investigations have been conducted on far less important issues. The American people are entitled to the truth about our gold situation and policy or, as Dr. Beter himself has stated, if he is wrong let him be tried, convicted and jailed for making such a serious charge. A thorough, honest, not a h, Occasionally the question will be raised as to whether or not a certain association, league, or other organization is associated to do with with or 1313 Center at 1313 East Sixtieth Street in Chicago. Recently in Salt Lake City it was said that National League of Cities is not associated with 1313 Center. This is worth investigating and I did so back in March 1974. has-anythin- 9 AMERICAN congressional MUNICIPAL ASSOCIATION The history of American Municipal Association, which became National League of Cities on December 12, 1964 (see BLAME METRO Jo by is II), Hindman, Appendix in a booklet put out by described in 1963. GOLDWATER - As these words , and public administration established their headquarters in Chicago. Since 1938 these organizations have had their offices in a building at 1313 East 60th Street, Chicago, which was constructed for the special purpose of housing them. The now organizations principal identified with this building are: (There follows a list of 22 organizations, one of which is American Municipal Association, which was founded in 1924 and moved its office to Chicago in 1932.) The booklet goes on to say, Each of these organizations is separate and distinct and entirely independent, but it has been possible for their secretariats to cooperate in many helpful nays. These organizations share the belief that government in the United States can be made more if administrative satisfactory techniques, and organization, methods are improved; (Emphasis added.) Thus, it is established that American Municipal Association was one of the early groups housed at 1313 and that its secretariat cooperated with the other organizations housed there. 1313 in 1974 of March 20, 1974 and he did so confirm this. When I asked how he happened to be a trustee he said his predecessor Patrick Healy had always been a trustee. Pritchard also confirmed that National League of Cities had formerly been Public American named Municipal Association and that it had been housed at 1 3 13 Center in Chicago. When I asked if NLC had any contact or correspondence with National Municipal League law facility (NML), the in New York, he said, There is no official relationship, but we have both been historically interested in proportional representation and mail-ord- er good government. PATRICK HEALY ON PUBLIC SCHOOLS Some of my readers may remember that I remarked during the debate in 1974 on Metro for Salt Lake County that Patrick Healy has written a book called The Nations Cities, in which he advocates that school boards be abolished and that schools be run by municipal officers. Healy is still with National League of Cities in its international operations. 1313 IN ACIR In addition to the connections described above, it may be helpful to remind our readers that Advisory Commission on Intergovernmental Relations which is currently sponsoring many of the programs that are opposed to Constitutional dual federalism, contains an absolute majority ( 14) of members from organizations that are now or were formerly housed at 1313 Center. In order to make clear for our readers that 1313 Center did not merely furnish housing, it is necessary to quote again from the (ACIR). 1963 In late February, 1974 1 was in Chicago for several days and went to 1313 Center with a friend from Golden, Colorado.
