Show The Paper That Dares To Take. A Stand I Page 4 The Utah Independent January 23, 1975 Continued from imec essence of the republic is citizen contact with and participation in all levels of government; while regionalism is centralized, appointive. and remote from citizen contact and control. It should be clear that when additional layers of government are put upon the body politic, such additional layers will cost additional amount's of money, which means additional taxes. Additional government, additional costs, and additional taxes will be the certain result if merger of Salt Lake County with Salt Lake City takes place as a result of the vote on March 4. Word has recently come through one of Salt Lake City's Commissioners that Metro consolidated Miami-Dad- e County, 18 is after Florida breaking up years of an intolerable situation. The charter that we are asked to vote on in March is a very poor example of constitutional law. To illustrate its defects. I will read through a list of questions, which I think should be answered clearly for all the voters well before March 4. Section 2(2) of SB 184. the enabling legislation for optional forms of County government, provides that a trial period for any such optional form adopted must be for six years. Why not allow a two year trial? We have general elections every two years. 2. Why should a 1. super-governme- or nt regional imposed over Constitutional city and town corporations that already exist in the County? (Sec. .04 of Charter) 3. Why should such a large severance pay be necessary for elected officials of Salt Lake Gty. Salt Lake County, and all other former governments dissolved and incorporated into the City and County? (Sec. 1.14) 4. Why should County City Councilmen who will meet at least two times a month be paid ten times the amount provided for their peers who meet with those same CountyCity Councilmen at least one time a month in the community councils? Wont this inequity force a subsequent large increase in pay for members of a community council? 5. Is it wise to adopt a charter which provides in Section 2.1 1 for unlimited taxation by community councils, so long as the taxes are supposedly designated for certain government be 1 services? 6. Why should Sections 3.09 and 3.10 provide for abolishing seven administrative positions occupied by elected officials, when the Charter in other sections for provides positions? 7. CLASSIFIED ADVERTISING BREITLING TOM retaining such Why is it desirable or ethical to have duplication of duties built into the Charter (see 3 Article VI) u hen promoters of this system have stated that it will eliminate duplication? 8. If the present United States government and the Utah State government specifically provide for powers to be reserved to the people, unless enumerated in the two Constitutions, why does the proposed Charter for merger provide a general powers grant, which will permit the governing body to do anything not specifically prohibited by the Charter, the Utah Constitution, or the U.S. Constitution? (Sec. S.OI) 9. As presently constituted the governing officials of both Salt Lake County and City are elected by the people. Why is it necessary or desirable that the Charter Section 6.01 should provide that the determine the Council may method of selection of all City and County officials"? 10. Why should a Charter. written for a local government in a democratic-republi- c, contain a section such as Section 6.02. providing for socialistic economic and social planning by the office of Mayor? 11. When the people of Utah have just rejected the Utah Land Use Act. which provided for land use planning by government, why should the Charter provide in Section 6. 14 for such land use planning by government? 12. Section 8.02 says. The Council may provide by ordinance for the. ..most appropriate use of Is this an appropriate land." function of government in the general case? 13. Article X allows Salt Lake City, which in the Charter is called Urban Service Area (USA) to annex AFTER THE CONSOLIDATION TAKES PLACE, although all other cities or towns, which maintain their identities may not do so. Why is this the case? 14. How can part-tim- e Councilmen maintain a suitable checks and balances relationship with a e mayor and his staff? 13. The consolidated Las Vegas-Clar- k Nevada County, 30 more costs police department than the two uncombincd. according to an article last year in THE SALT-LAK- E TRIBUNE while no consequent increase in efficiency has been proved. Why should Salt Lake County and City expect any different result from consolidation? To sum up, the people of Salt Lake County are being offered a deal. I feel it is a very bad deal for everyone in the County and feel it would he very helpful if the Salt Lake County Commission, as a body, should express its opposition to the proposed Charter for consolidation.
