They are told that they have won $100,000 or more in a sweep-stake- s drawing, and that they must pay a duty or tax on the winnings, usually seven percent. The victims are instructed to send cashiers check, via overnight mail, to an address in Montreal The U. S Customs Department has organized a special investigation and is monitoring mail at express mail facilities to intercept 298-324- suspicious packages. Some arrests have already been made and the investigation is ongoing.
